Yeah, the ToT monsters are counting; it's the costume powers and zombie apocalypse enemies (and possibly the dark apocalypse events as well, haven't been able to check) that aren't counting for anyone.

CONFIRMED BUG: players are not earning credit toward the costume power or Zombie Apocalypse badges. No progress bars appear when a costume is earned or a zombie is defeated, and no badge was awarded when a Praetorian character earned her 10th costume power. -

When I activate a Costume Power, and defeat several Trick-or-Treat enemies, at some point I get the "Tip Found" message, but there are no Tip Missions listed under Contacts | Tips at all (not even the usual "tip info" contact).
This is a level 50 Hero that's been sitting on the Test Server for several months. I've never done any Tip or Alignment Missions with this character (on Test), but I have taken the same character through the entire Hero -> Vigilante -> Villain -> Rogue -> Hero arc on Pinnacle. -
Beta Testers
As you'd expect, it's the channel that normally gets used when there's an Issue on the Training Room for testing. But it's pretty much the only established global channel for that server outside of PvP channels. -

POSSIBLE BUG: When running the tip mission, futzing with the Praetorian devices does add time to the timer. But while I had 4:30 showing on my timer after clicking the last device, the Clockwork ambushes still spawned. It looks as though the additional time isn't being added to the actual spawn trigger ... assuming that futzing with the Praetorian devices is actually supposed to do anything.
TECHNICAL ISSUE: when reaching the last subway tunnel room with Praetorian devices (it has the two long rows of torches), my framerate took a HUGE hit. The only other time I experience anything similar is down in the bowl of the Rikti mothership during a raid when I haven't turned down my graphics settings. My framerate returned to normal once I left that room. I'm running Windows 7, 3.6 gHz dual core CPU, 4 gigs RAM, and Radeon 5850 with most current drivers.
SUBJECTIVE FEEDBACK: LOVE the CoT Underground map, especially the last room. The flavor dialogue given to the various CoT members is both humorous ("They told us not to drink any of that stuff!") to very interesting (CoT mages noting to one another that their magic seems more difficult to cast on Praetorian Earth). The Halloween tip seems like it has a very low drop rate, but I personally chalk that up to Tricks having a higher ratio than Treats, and the fact that other things can drop instead as Treats. -
Does the Halloween tip drop as a possible Treat, or from defeating ToT spawns? And does it have a higher or lower drop rate than normal tips? I've clicked on a lot of doors and defeated a lot of enemies while wearing a costume, and so far nada.
Edit: I have received a Tip from defeating a ToT mob, but it was one of the normal Hero tips my rogue can receive while in Paragon City. -

Instead, these lethargic husks, still gifted with oratorical skill but lacking of spark or intellect, should be identified by the more appropriate label of "senior management."

Y'know, I'd absolutely LOVE it if the Traditionalist Rikti (that's the faction we've begun working with, right?) stepped up and helped the Primal Earth effort against the Praetorian invasion. Despite the various Vanguard arcs that detail this schism among the Earthbound Rikti, there's not much evidence overall that there are actually Rikti who are interested in peace. All we see outside of those arcs are hostile Rikti soldiers in the streets and occasional Rikti bombing runs.

I honestly don't know. I'd much rather discuss how I'd revamp existing zones that either don't get as much love as they should, or need to be updated to fit in with the game's meta-story advancing.
If I had to make a new zone, though, it would be somewhere (or somewhen) other than Paragon City, the Rogue Isles, or Praetoria proper. I don't think we have an desert areas, so maybe something like that. Or since most of Praetorian Earth is still destroyed or overrun by DE, I'd like to create one of the other places that are mentioned as being rebuilt. Vegas or Tokyo, for example. So we can see what life is like away from Cole's protection and his rule. -
Let's see if I can come up with 15 or so. Some will be specific pieces, others will be theme sets:
1) Skulls mask and emblem jacket
2) Hellions mask and chest emblem
3) Kheldian/Carnie-styled sash
4) Longbow torso and hip patterns, and Freedom Corps chest emblem
5) Ouroboros insignia gear of some sort
6) Crey field agent-styled headset
7) Legacy Chain headwear and shoulder/chest mantles
8) Crab/Bane Spider bladed gloves for SoA characters' alternate costumes
9) Syndicate patterns and costume items
...
Okay, so I could only come up with 9 things for my wishlist. -

I totally understand your concerns about player characters looking too similar to NPCs, and the potential griefing situations it can cause. One way around this is to not give players entire NPC costume sets. Instead, just a few notable pieces. Going back to the Skulls as an example: If players were given their masks and emblem jackets, they could come close to recreating the NPC model, but they couldn't perfect the look due to the NPC-only "tucked in pants and boots" combo that The Skulls, Hellions, Crey security guards, and several other NPCs wear. I realize that this would still allow for some griefing to occur, but caution must sometimes be thrown to the wind. After all, those people who would use availability of NPC parts to grief others would likely grief other players through other means if those NPC parts weren't available.
Also, the "griefing other players by looking too much like NPCs" argument kinda loses steam when Paragon Studios gives away costume powers at every meet and greet they do. -

I'm curious to know how many of which AT went to which side, you know? So, pick a Praetorian, go whichever way you want with any AT, and end up wherever you want. Also, both factions have paths that can have appeal to players regardless of them wanting to have a good guy or bad guy.
Simply put, I know players who didn't roll villain AT's because they don't want to play the villain content - either they didn't like it, or didn't want to play a villain. -
