I'd hate to think in X amount of levels before access ... The levels shouldn't matter, but rather the decisions your character makes in the game - and that should decide how fast or slow you gain access to "going rogue".

I was wanting to write more but I forgot a few details, so I'll have to re-read the first post before continuing >.<

anyway, the decisions a character makes would also work for Praetoria. Without chosing extremes your character remains neutral thus gaining access to Praetoria. All in all that makes more sense to me then limiting it by levels like some "hazard" zone.

But if being neutral was the way to access Praetoria, how would Heroes and Villains get in?
Also, as dimensional travel is dangerous, any low level access to Praetoria would have to be "secret" - it doesn't seem likely that Paragon City or Arachnos would encourage low level superpowered people to just hop into Praetoria.
In fact, if what you encounter there is capable of changing your whole moral outlook, then neither side might really like the idea of allowing their people to possibly go over to the enemy.
Sure, Recluse could look at it as another way of sorting out the Destined Ones by seeing who remained loyal and who became good, but he'd still be giving his enemies extra recruits by letting his minions enter Praetoria, and I think Statesman would have a similar view to sending potential Arachnoss recruits into Praetoria.

So if GR gices low level access to Praetoria, my guess would be that you'd get hold of a Praetorian portal that was being used by their agents to scout out our world for their invasion - like you could do an arc to investigate one of these agents, and you'd get the portal at the end of it.
But if the entry is more "official", then I'd expect it to be only given at a higher level, when either side feel they can trust your loyalty enough to send you there.
