At the opening of one of the Praetorian arc contacts, they explain that what they know of Praetorian Earth is that it's ruled by an evil version of the Freedom Phalanx and that, for a brief moment, they too were attacked by the Rikti. This is why the mission maps are mostly just the destroyed city ones (because Tyrant didn't care to rebuild the infrastructure).
I also think his throneroom mightn't be in a lava cave anymore, and his guards might be more impressive than street thugs with machine guns

The upgrade is way more than I was daring to hope for - it almost makes it look like a totally new engine - and the reflections on the costume parts are amazing
