For example, once you're sent out from Praetoria at 20, you might unlock another arc at 25, which involves you going back to Praetoria to report on what you've been doing in Primal Earth, and then playing through an arc or two related to your original reason for being sent from Praetoria - and once that's done, you'd head back to Primal Earth until you unlocked the next Praetorian arc at 30. -

Also, GR is as much about new players as it is about the longer term players - GR is about store presence, shelf space, and selling a new, shinier version of the game - and the endgame content is meant to help hook the first-timers as much as it is to satisfy the long-termers. -

Not having 1-50 content is not shortchanging anyone - the endgame contnet can quite easily be bigger than the 21-40 content of CoV, so GR would in fact have more content than CoV.

It makes total sense - the theme of Going Rogue is moral choice and changing sides - once you've made your first choice in the GR tutorial to join the Resistance or Tyrant's thugs, you'll then get to travel to Primal Earth at level 20, where your experiences might make you change you morallity again - like a Resistance supporter might start to think that Tyrant's dictatorship might not be so bad compared to the chaos that's sometimes found in our world, and a supporter of Tyrant might find their ideas challenged by the freedom we enjoy here.
Positron said leaving Praetoria for Paragon City or the Rogue Isles is part of the GR storyline - my guess is that players who side with Tyrant will be sent to primal Earth as scouts for his invasion, and Resistance supporters will be sent here to try and get help, or to warn us about Tyrant's invasion plans. -

GR is not a stand-alone game - it requires COH/V - because at 20, you're sent out from Praetoria to the Paragon City or the Rogue Isles. -
