And the final choice you're given just before you leave doesn't mean that your previous career path hasn't been good or evil - the "epic storyline" of the 1-20 content will reveal more about both sides, so even if the Praetorian Police sound ok at level 1, by level 20, you'll have a better idea of what they're really like, so even if you've joined them, you'll still have the chance to jump ship and choose to be a Hero instead.
And even if you've been helping the Resistance, you might find that the general chaos that's part of being free isn't worth it, and so you can switch to become a Villain. -

Tyrant and Recluse both seem to base their promotion system on that "survival of the fittest" idea - so they have some moustache-twirling stuff in common

Costumes dont make this game. Infact some of my 50s dint even get a new costume until they were 50. Lots of my toons have upwards of 73 free tailor sessions I really doubt adding more costumes is going to make me more inclined to make more costumes.
I realize its not done yet but it looks to me as if there is nothing much to do in that passage way it will be just another place you superspeed through and take no notice of.

I think it's mostly because we already have Relcuse as our major "mine is an evil laugh" supervillain

By making Tyrant less openly evil at first, it gives more scope for the story arcs - like if he was twirling his moustache right from level 1, there'd not be so many variations in the stories you could set in Praetoria. -

However I tend to think there's even more to that than just a reworking of some end of game arcs. I suspect Coming Storm plot developments but then that could just be wishful thinking on my part.
For example, Mother Mayhem's asylum map fits perfectly with the old concept, but really seems out of place in the new, gleaming and futuristic concept - her new lair would probably be brilliant white and well lit, with no dirt anywhere - to reflect the way that nothing can hide from her and her Seers.
And while I think there might be some interesting secret areas in or under Tyrant's tower, I don't hink he'll have the lava throne room - that's a bit too openly evil for the new, "good" Emperor of Praetoria

Well, Tyrant doesn't have a goatee, and they haven't even given him a moustache to twirl, so that means he might be not so obviously evil at first - he'll probably grow a moustache as the storyline progresses and you uncover the truth about him
