I am confused because if this is the scenario...we will all have to buy GR to get that incarnate level unless the incarnate system is able to skip and stop as we pick much like the Power Pools.
I dont want to sound like a doomcaster but this seems to lock us into getting GR...hope I am wrong... -

In all reality, though, I think that Cole is too close to a perfect government. He has a better thing going than any government I've ever seen. Granted, it's messed up in a lot of truly abhorrent ways. That being said, the Resistance wants to shake the Etch-A-Sketch, and that just doesn't jive with me. I'd rather work with the Loyalists in order to reform the wrong parts of Cole's philosophy.
Remember, this is a utopia - it's perfect - and changing perfection can only mean making it less perfect.
Reform would be a crime, citizen. -

It's kind of like when the U.S. went to war in Iraq recently. War Protesters: If you were for the war, they were likely undermining the strength of America at a vital time, making them villains. If you were against the war, they were the voice of sanity in a corrupt situation, making them heroes.
Making it clear-cut is a dangerous thing. Though I know some do, I refuse to do so.
But neither is anarchist violence against the dictatorship acceptable, as it harms innocent people, just like the dictatorship does. -

Well, you find good and evil persons on both sides. Its easy to imagine an idealistic hero, defending praetoria people... who suddenly discover that he was promoting the opression of everyone around him. When someone is totally taken by some kind of ideology they can be blind to everything up to the last minute... Then, when he is show the "other side", he can be badly broken and turn to a deadly evil villain... or try to redeem himself and became a blazing hero... -
Also, you'll probably want to play through Praetoria several times anyway, as War Witch has said that the new 1-20 content is much "thicker" than the curent blue and red 1-20 content, as there are multiple paths through it, with multiple contacts for each level band - so it sounds like that instead of having one chain of contacts leading through a zone, there will be multpile contact chains through each zone.

It sounds a bit pointless if you can side with Tyrant and then choose to be a Hero.
But that might also work the other way around form some of the Resistance - if they've sepnt their lives trying to overthrow one Marcus Cole, they mightn't be too enthusiastic to go to a place where another Marcus Cole has a lot of influence.
Plus the Resistance would be likely to attract some bad types to it anyway.
