They are Primal Earth arcs - but there are special text choices on them for Praetorians.

I think these two new arcs are only 20-29 because of Praetoria - starting them at 30 would leave a 10 level gap between exiting Praetoria and getting the next bit of Praetorian-related content.

Actually, even better than a "?" button would be a permanent strip at the top or bottom of the window showing what the colors meant.

The swords could be a new signature power for Battle Maiden, and the person using the crossbow could be a new type of her warriors - or even a revamp of her existing minions.

New arcs at 20+ make the most sense if they're wanting to give some text options for Praetorians, as anything sub-20 would be kinda wasted on them - unless they used Ouroboros

Running the current high level TFs and raids will get you the salvage to craft enhancements for the alpha slot, so they're sort of being integrated into the endgame system too, along with normal high level missions that will get you Incarnate shards to craft the components if you don't have the time to do the TFs and raids.

If they were going to try and make the 5th Column and the Council more distinctive from each other, then I think the Nictus should only be with the 5th Column, mostly because of the ITF.

The TFs are instead of more level 50 arcs, and the 20-29 ones are to help integrate the Praetorian storyline with Primal Earth a bit more.
I'm really hoping that the idea of having special Praetorian text choices for Primal Earth arcs isn't just a one-off thing, and that it's going to be something they do with any the new arcs from now on - I also hope that all new arcs from now on will have a moral choice somewhere in them, to reflect how blue side is no longer 100% heroic, and red side is no longer 100% evil. -
And now they actually have a tool to make zone events too, which we'll see the results of in I19.
