Just looking at that picture, wouldn't it be awesome if it was actually part of an actual in-game group too - like it was a revival of that AVian/Avilan concept from ages ago.
With the amount of nukes being thrown around on Praetorian Earth, there could have been some pretty radical mutantions there, and a bird-person would be a useful mutation as being able to fly or live in high places would protect them from the DE. -

The lead developer, War Witch, has mentioned some kind of nemesis/arch-enemy system before, but she said that if they added something like that to the game, they'd want to make sure they did it right - which probably means make it a major feature, and make it hard to exploit or farm. -
The "could this be a dance also that requires more than one" line makes me think of a tango, but I'm not sure that's correct

He's decided to move on because he's been presented with an opportunity that will benefit him and his family, so he's naturally taken it , so his position at Paragon Studios is now open, so they're advertising for someone to fill it.
There's nothing sinister about one moderator and one developer deciding to move on after several years doing the same job

Actually, it does make sense - all the rest of the Freedom Phalanx and the Vindicators have their evil versions in Praetoria, so there's no reason for Steven Berry not to be Neuron - he's an evil scientist who experiments on other people instead of being a hero who got his powers from being experimented on by evil people.
