There's already way more non-Praetorian stuff in the game, so now they're trying to balance it out a bit - and Praetoria will always be a part of the Incarnate system, because that's where the first Trials atke place - you need to progress through them to continue on the Incarnate path.

It's body could be under the city, but its tentacles could reach all the way to the area outside.
Or as it's a basic cell, it could divide itself into separate tentacles that aren't attached to the body - like it could spawn them from itself as a kind of pet summoning attack. -
Citadel could be revamped to take into account the return of the 5th Column, so they could use the Council-5th Column conflict as part of the storyline.

There might be a slight increase in PvP activity with the upcoming merging of the Euro and American server lists - a lot fo the Euro PvPers might want to try out PvP on Freedom server, for example.

Up to 396 extra slots for Euro players, access to the normal Beta sever, with no more Test server lock-outs during closed betas, timezone differences meaning that even off-peak on the Euro servers could see increased activity from American players using them, and improved contact with the devs by removing the need to host every event twice for the two separate server lists?

Probably that whole "protecting millions of innocent Praetorians" thing that Heroes are forced to do, instead of the more heroic option of unleashing a word-destroying mosnter.

The next 2 Incarnate Trials invovle Anti-Matter's reactors, and the Hamidon in the Underground - and I'm not sure that either of those will provide options for the stiff-armers either

Assumign that the list merge means they'll scrap the Euro Test server along with making the Beta sever open to everyone, that's going to totally smooth things like in-game events and testing - there'll be no need for the devs to have Euro accounts to go visit the Euro servers, and no need for separate Euro and American events on the two separate Test servers.
It also menas that the Euro players can use the normal Beta server for testing, and the new combined Test server wonät need to be locked while a closed beta is going on. -
I think it's more from the point of view of selling the game - normal clothes simply don't look as intertesting as costumes when it comes to attracting attention from potential players - screenshots of 3 new styles of T-shirt aren't as likely to get as much attention as screenshots of animal heads, for example.

Loyalists are still doing their duty to the dictatorship by killing her, because even though it means losing the opportunity to possibly get some valuable info from, her, it's still better for them than having Marauder set her free - you're just going arrest -> execution instead of arrest -> torture -> execution. -
