They should put flags beside them for the language, otherwise people might think that Vigilance is the free-to-play server

The majority of people like playing heroes rather than villains - so the only way the devs could attract them over to the red side to try and even out the populaiton split sould be to make the red side content more heroic. -

Just like the devs - which is why they spent over a year on the Atlas Park revamp - they put the most time and resources into the revamp that would be seen by the most players.
Atlas and Mercy got a 50-50 resources split for the mission content revamp - but for the graphical updates, which take way longer to do, they split the resources in a more realistic way to reflect the population sizes of each faction. -

The line about "distinct architectural style of the Rogue Isles" is just a BS excuse that they will continue to echo every time they revamp another Paragon City zone. The fact of the matter is that it just means that the tech used in the Rogue Isles will fall behind both Paragon City and Praetoria, giving one more reason not to even bother with the villain content at all.
From what I've seen of the red side zones that are used as mission maps for blue side content, and in the PvP zones, they do have a distinctive style - which is actually superior to some of what we have on the blue side - for example, the winding strets and crumbling gothic buildings in Bloody Bay are much more atmospheric than the street grid and standard apartment blocks in Croatoa. -

As far as new red side zones go, that's only ever likely to happen now if blue side gets a new zone at the same time - and rather than use all that time and all those resources on making 2 new zones, it's way more likely that's well get new co-op zones instead.
And as for zone revamps, it's also possible that some of the less used blue side zone scould be revamped as shared zones, but not co-op zone s- using the new phasing tech in I21 could mean that a zone could be shared by both sides, but neither side could see the other, so that'd avoid the need for PvP, and the need to make the storyline and missions heroic like normal co-op content is. -

The stats they gave us for the 7th anniversary.
And the devs still insist on givng us a even 50-50 split for all new content, meaning that the blue side is getting 10% less that it deserves, and red side is getting 10% more than it deserves.
Hopefully in future Issues the devs will give us a fairer split to reflect the population sizes of the 2 factions, instead of treating them both equally. -
For anyone wondering, the Hero-Villian split here is 60-40.

Also, in that other earlier superhero MMO which crashed and burned too, and which only has hero content, I've never heard of there being any big movement there for being able to play villains.
And as far as CoH content goes, red side gets too much - the majority plays blue side, but the new content is always split evenly between the majority and the minority, so that red side gets more than its population deserves, and blue side gets less - the devs really need to stop being so pro-Villain. -
In a recent superhero MMO than launched in January and crashed so hard they merged the servers in August, heroes and villains had the same amount of content, and shared the same zones - but the population wasn't split anywhere near 50-50 - the majority chose to play as heroes.

I'd like a physical Judgement attack - like Nova Fist or Foot Stomp - or if they prefer to make it a ranged AoE attack, then some kind of body slam/shoulder charge like Shield Charge.
But until that happens, my Judgement slot will remain unfilled

In case it wasn't clear enough, I still think the new CoT need work and, indeed, fixing. The costume are too busy. Those concepts have plenty of blank, solid colour space which helps even them out. The new ones have repeated raised patterns with only two-tone colours and no gaps. This makes them INSANELY busy looking, and not very good, to put it frankly. -

Especially now that First Ward is building her up to be as big a monster as Tyrant - and there's still the possibility we'll need to fight and defeat the Hamidon too, to prove to the Well that we're superior to its current champion - the Underground Trial kinda sets that up as a possible future showdown.
