It's possible that they already have other uses for this part planned for future NPCs - they might have some kind of system for NPC parts that are marked as either unique or multi-use.

Going by the way his level collapses at the end, it's possible that we've not only removed him as the champion of the Well, but that we've also totally removed all his powers - like we've reduced him to being a normal human again.

The problem comes when players see those leaks and, players being players, start digging to find out more and then post whatever info they can find on a non-beta section of the boards because they're under the belief that since this isn't a "closed" beta, there's no room for a little decorum.
I've been in several closed betas before, and always kept what I saw there to the beta forum section - this current beta is not a closed beta. -

By the end, the last of his loyalist followers are either defeated or have finally changed to the right side, and he himself is depowered and crush, right in the ruined heart of his evil empire - the Resistance have won, and the loyalists have been routed and humiliated - Praetoria is finally free again, thanks to us.

Tyrant an his loyalist thugs are very clearly tech based, but when he uses the power of the Well to make them stronger, does that mean that they become a magic based group?

TheNet and Arbiter Bacon do a lot of the QA.

Belladona Vetrano has a new Incarnate story arc, followed by a Tyrant personal story mission, both of which are used to set up the Trial and explain why the 3 AVs are there with Tyrant during his last stand - and there are also several PPD and named loyalist NPCs who change to the right side during the arc.
EDIT: The bagde for completing the Tyrant Trial is called "Enemy of the State" - which sound suitably heroic -
As a follow up, all the people apprently fled Nova Paretoria when Mother Mayhem was destroyed, and the Seers were no longer there to monitor them - without the loyalist though police, it seems that the people weren't quite so happy with the shining "utopia" after all
