I'd go with Illusion / Shields (biased opinion cause thats my 50).

Illusion is not great when your dealing with a mob - now 3 mobs, thats a different matter and nothing could compare to illusion.

Army is awesome for taking the initial agro and Alpha strikes, while Terror freezes 90% of foes in place, Phantasm can act as your personally body guard and pick them off 1 by 1 - all the while your sitting comfortable in a personal force shield which gives your more defense than granite armor

You've done the right thing, the other shields are practically useless with no knockback protection.

I went through exactly problem in choosing, my argument is Shining is nice in a close combat fight as at that range the foes will use melee and lethal attack; if I'm any further away - where ranged energy/thermal are more often used - then i'll likely be blasting with the Nova, so the othe shields are useless.

I strongly suggest you try and work stamina in somehow, post lvl 30 you'll spend more and more time in human form and it gets very endurance hungry.

I'd definitely like to give my PB access to Teleport Foe for solo'ing and Recall friend for when I'm in a small team or in a position to transport team mates directly to a mission/specific location.

The_Private is right about the scenario's I gave, other AT's would have better follow up powers, but then other AT's are not always available.

I don't particularly want flight or Self TP, but its peripheral powers which would be very useful.

For instance, a peacebringer is in a fight and a friend dies, wouldn't Recall Friend be useful? then theres air superiority etc.
