It's not lying. It's an average, one which is heavily skewed by pre-formed teams.
  3. I can't quote it any harder than this, sorry.
  4. The only difference that the level-based accuracy makes is that an enemy with floored hit chance (when you are softcapped -- at 45% def) has a higher hit chance (specifically, 5% * acc bonus)
  5. Not that it actually tells us what participation really means.

Four times regardless of source... per target. A Mastermind should have no trouble capping their Interface stacks on multiple targets.

Willpower had One With The Shield during beta?

I never tested Shield Defense, but I do recall Willpower being overpowered during early beta, especially for Brutes. HPT's resistance was being buffed by damage buffs, including Fury...
  11. As far as I can tell, it's 'any power that accepts damage enhancement'.

I haven't seen anyone on a BAF using Force Bubble or Hurricane, so I don't know how they respond to repel.
  13. And what about someone who is halfway through an Alpha power using shards?

  15. I find it unlikely that the 'participation score' is sifting out henchmen messages from the cobat log, and using everything else. And it's obvious that it's not simply using every message in the log. Which suggests to me that the combat log doesn't haven't have anything specifically to do with rating participation. (Though there may be a correlation)

This is all theory of course.
But henchmen damage goes to the combat log, and we've been told henchmen damage isn't being counted (at least for the Praetoria zone events, and I'm assuming the same 'participation' score is being used here).

If it was just the combat log entries, MMs should be getting Very Rare nearly every TF, unless they're sticking the pets in Passive stance. Pets damage spams up the combat log more than anything else I've seen, even AoEs (6 pets, most of them have AoEs of their own).
  17. On the other hand, even if it did exist, you have to be out of combat for 5 minutes before changing an incarnate power, so in order to exploit such a loophole, you've have to never fight and never gain aggro.
  18. Or perhaps they didn't feel an instant 100% heal was a good idea? *shrug*

And as a solution, we have henchmen:

Clearly, Interface favors MMs - but nothing new really.

    (See also: my avatar)Bio:
ANSCI-1 "I can't even classify this thing! Missing scalp, mutated legs, heavy scarring... I don't know what this went through, but I'm glad it didn't happen to me! This Anscillect has seen battle, sure. I just don't know where, when, or how."

ANSCI-2 "We tried to remove the cloth covering its head, we found a third eye. And when this Anscillect stripped down, we discovered... gills! And it's now calling itself 'The Bold Anscillect; Devilfish'!."

ANSCI-3 "Since the last time we saw Anscillect, it's legs have swollen, the leaves on its shoulders have wilted, the remainder of the face mask has been torn to shreds, and the spikes around the brain were replaced by tubes. Who knows what they do. I've got half a mind to close this file for good."

    Other info:
Anscillect's bio is a progression of PPD reports on this increasingly bizarre mutant (in the purest sense of the word). Anscillect started as a human (presumably), who got caught in the Terra Volta reactor; this is the result.

While Anscillect uses the female character model, its gender is indecipherable.
  22. Sally Lee Brown

    Freedom/Villain, @Fleeting Whisper
    Thugs/Dark Miasma
    Proud member of Malicious Multiplicity

    Bio:
Billy Lee Black saved the world, and stopped it from becoming a weapon due to the machinations of Deus. I've always HATED Billy, and his father Jeremiah. They're both goody-twoshoes pretending to be bad. "Oh, look at me, I found the Godson gun, I can do anything!" Big whoop, Billy. You're nothing. Your father left your mother to die, at the hands of the reapers that his country created. Did you know that? Your father lived in another dimension for a long time, and his countrymen gave Deus the raw material it needed to transform the world. Your and your Anima, your Animus. That's how you saved the world. With technology from a civilization dead for 4,000 years. While I have built all I've got from scratch. I rely on my own abilities. And now that you've gotten Deus out of the way, I can take you down. And the rest of the world, too.

    Other info:
Sally was designed as a foil to Billy Lee Black from Xenogears. Her defining feature is hypocrisy; while she claims to have climbed to the top on her own merit, rather than 'simply' finding a powerful gun like Billy (though she glosses over the effort he had to put into learning his marksmanship), she accomplishes her goals with an army of lackeys to do all of the real work for her. Sally will steal the P.L.O.T. Device while the punks under her command deal with two rooms full of very angry Longbow.

Sally has also bonded herself with an unnamed demon (the 4th costume, above, is for when she releases the [Demonic Aura]), from whence she gained her Dark Miasma powers. And yet she still claims to have gotten to where she is entirely from sheer force of effort... and claims to be a Natural origin villain, too!

Having fought Sally (Army of Me badge, whee!), I can say that even a single copy of her as an opponent can be rough, with tohit chances plummeting and an army of Thugs to fight off (and that was at Boss rank). On the other hand, her performance as an ally in the "Me, Myself, and my Other Selves" morality mission has been less than impressive.

Sure, ET/TF can be frustrating if you pick a target that's going to go down fast under the fire of your team/leaguemates. But against a target that's not going down so fast, other people aren't 'doing more'.

Now, then. Try playing an EM/ Stalker, and add Assassin Strike to the list of long-windup powers
(My EM/ Stalker didn't have an attack chain until TF. And most of that time was before ET's animation was lengthened.)
  24. Read the rest of the thread. Using Ultimate on yourself does not affect your pet summons. If you want to raise the level of your pet, use the insp on your pet. Then, when the 3 minutes are up, the pet will go to its normal level.

And you may be very correct to do so, I do not know the OS used to run and program the game, but I am fairly certain that regardless of the OS and development format used the overall "good-practices" are essentailly the same. I actually can program in several computer languages, I do so as a hobby, but I do have many friends who are professional programers for NASA and DoD, and they do critique and teach me on such practices. Among those practices, is the concept of modular programming; a wonderful practice. Thus once you have a module completed, you then have central code which serves as a traffic control system and you use flags to regulate the traffic control system as needed. Thus a "GUI" is a means to control those regulatory flags and where to "point" the program to collect information to be displayed by yet another software module. With this in mind, you have to decide how difficult is to do any given component of the process. The GUI usually is more intellectually challenging to do than a module, I said normally, modules can get pretty hairy at times. But in the case above, setting a data storage matrix is not particularly difficult. Loading the data into said matrix is a bit more intellectually challenging, but again not that difficult since its a matter of pointing the loading mechanism to the correct module containing the data and being instructed on how to collect it. Once more these efforts are not that intellectually challenging, they are every day occurring events, but they are mildly tedius to do.
You... have no idea what you're talking about.

No, let me correct myself: you've got just enough rope to hang yourself with.
