Hey thanks for the thorough response Android.
I decided to try out both Degenerative and Spectral at T3. I think in general I like degenerative better, just because it's one of the few interface powers to debuff something that might be useful in addition to its damage.
Spectral has been a disappointment, as the immob duration is so short as to be meaningless, and too low magnitude to affect the things I really want it to. Partially this is because I went for the dot side of the tree, but that's the side I would probably want to go for at T4 anyway. Still nice for its psi damage, but I'll probably stick with Degenerative as my first choice backup for now.
It's hard to get around the awesome targeting ability of Ion. I don't really need any of the secondary effects of other judgement powers, though void is probably the next-easiest to target IMO. Widow already has a lot of exotic damage, though (and I went gloom and dark obliteration, so I'm good on negative energy too), so I'll probably just keep on with Ion until I have a compelling reason to switch.
I appreciate the feedback on Incandescence. I hadn't thought about its usefulness in general teaming as a faster ATT. That'd come in a ton of handy on STF or similar TFs with a lot of opportunities for a fast stealther to get ahead of the group. Do you ever find yourself using it to help the team out of a tough situation? I wonder about the -healres ever accomplishing anything. I'd probably be more inclined to give +stealth on recall to help port people into hot situations. -
We do have a couple of regular trial runners who will happily kick trials off with minimal forces, which helps a little. Now that enough people are consistently +3 and familiar with the trials, it's less dicey to start a 9-person Lambda than it used to be, which means people in the queue have a chance to partake. If number in queue was visible, presumably this practice would increase, since you'd know other people would be joining in.

Is there any way these numbers might reflect actual experience more accurately? We thought since people can queue in missions now that it might be easier to use the LFG tab without first gathering an entire league. After spending a solid 2 hours in the queue for DD without a single hit, the time listed still showed 5 minutes. I'm assuming that the timer only updates once a trial starts, but it ends up being a really useless statistic for those of us hoping to take advantage of the new LFG flexibility.
Hopefully more people will be willing to queue independently now, but it would also be nice to see something like the number of people currently in the queue so you could know whether you have any prayer of seeing a trial kick off. -
I'm extremely happy with my Night Widow's current build (probably my favorite character yet), which means I've played it enough to have some spare incarnate components laying around. I thought I'd try to get some feedback from the forums on good alternate incarnate power options.
I'm currently running:
Alpha: Musculature
Interface: Reactive
Judgement: Ion
Lore: Arachnos
Destiny: Ageless
My main thoughts are that it's good to have some more options for destiny (Clarion for UGT, Barrier w/ rez for MoM, Incandescence for TPN), and someone suggested that it's nice to have a backup Interface for trials, since reactive only stacks 5 times.
I currently use Destiny for endurance management when solo, but have plenty of global recharge without it. Arachnos was just for flavor. Musculature, Reactive, and Ion were chosen for the typical reasons.
Any tips on fun choices for backup incarnate powers? -
Another option if survivability is a concern would be to take Aid Self instead of Tough. That way you only end up burning endurance when you're actually dying, rather than running Tough all the time, when you rarely actually need it. Down side is that Aid Self has a stupid long activation time, but it is nice to get some self healing from time to time, especially in situations like UGT or Keyes where you're guaranteed to have incoming damage to deal with.

I've played a couple of days in a row with no problems now. Don't know if anything has changed or if I've just been getting lucky, or maybe playing at different times? Who knows..

Still no luck here. Tried to log in, timed out. Tried again, it said I already was logged in. Logged in a third time, clicked on server, hung indefinitely. Killed CoH from taskmanager. Decided that, if my luck zoning was going to be equally spotty, I should just wait for a patch. Probably won't try again until Tuesday.

Just to add a bit to my earlier experience:
I've been continuing to have problems logging into the game as well as zoning. Just now I hit the sign in screen, logged in - the game hung for a bit, then popped the unable to connect to coh servers message. Tried again, connected no problem. Then I clicked to log into Justice server - again the game hung, this time indefinitely. Killed CoH with task manager, opened again. Was able to log into game and server. Entered game as character, went to Oruborus, tried to go to Grandville, stuck at loading indefinitely. Had to kill CoH with task manager again.
Usually when I load a new zone, the loading screen very briefly shows one picture and a loading bar, but then quickly switches to a new picture and a loading bar that actually progresses. When I fail to load a new zone, I basically stay at the first screen forever with the loading bar stuck at the tiniest fraction complete. -
Hey I just wanted to put another voice in the crash on zone change hat. I also have experienced a very similar crash immediately after clicking on my server from the sign-in screen.
I play on Justice. I have crashed in particular zoning into Skyway and Independence port, and also zoning into the last mission of Statesman TF. There have been other crashes but I don't remember specifically which zones.

Really you can probably get them on a number of servers if you join the appropriate server-specific chat channels. Justice runs iTrials pretty regularly, and you'll hear about them on Justice United.

I like PB. Very high AoE damage in nova form, high burst single target damage in human form, excellent survivability with three separate self-heals (one in human, one in dwarf, and a dull pain clone) and dwarf form. They also get a really fast uninterruptible heal other which always surprises me with its effectiveness.
Obviously WS has its perks as well, but I suspect many people who complain about PB are expecting human-form blasting to give them satisfaction, which it will not. In my mind, the main argument for WS over PB is for the -res debuffs it provides (and free recall friend), but I always have a soft spot in my heart for PB. -

This happened to 3 members of our team tonight - both badges received, meaning that it's impossible for the characters to have already run this particular WST, but the game thought we already had, probably because we ran the prior WST last Monday night and somehow the "reward clock" isn't going Tuesday-Tuesday like it's supposed to.
We all petitioned for the bonus merits and xp. I suggest the OP do the same. -

I'm curious if anyone else has noticed this. I just participated in Numina TF with a level 38 character. Based on past WST experience, I expected something like half a level award, but saw no noticeable gain when the TF finished. It appears I only got the standard number of merits as well. I scanned the log closely and do not see any mention of them.
I'm not interested in compensation, but I wanted to throw it out there that I may have had a problem in case other people have seen the same thing. All my other teammates said they received their awards as usual, so either I was exceptionally oblivious and my log missed it, or I experienced an isolated occurrence.
Here's the log of the event. It shows the 35k exp for defeating Jurassik and 19k + 36 merits for finishing the TF, but no other awards that I can see.

I've had this character for awhile and find myself obsessed with maximizing the potential of regeneration as a defense. This build focuses primarily on +hp, followed by +regen, and aims to pick up +recharge or +melee defense where it can as secondary goals.
I've picked up the following regen-related stats:
hp:
1.12% - 5x
1.50% - 5x
1.87% - 5x
2.25% - 4x
3.00% - 1x
regen:
10% - 4x
12% - 5x
16% - 1x
I also have all the +hp accolades, and opted for spiritual core paragon alpha slot. All in all it comes out to 154.5% max hp (with accolades) and 816% regeneration (not accounting for the fact that I'll use enhancement boosters to max out any regen powers further).
I've had to sacrifice a bit more than I wanted to on melee defense and global recharge to hit this build, so anyone who could take a gander at it and suggest further optimization would be much appreciated!

Was going to create a new critique my spines/fire build thread, but since there's already one going, I thought I'd throw my creation into the ring.
Pros:
-all the FA powers
-hasten
-nice substantial slotting for most dps powers
-balanced positional defenses
-good max end and max hp bonuses
-no purple or pvp enh
Cons:
-boring ancillary powers
-no travel power (whatever, use a jetpack)
-lowish global recharge
Defense Totals:
Melee: 32%
Ranged: 30.4%
AoE: 25.4%
I wouldn't mind squeezing another recharge into hasten somehow, and a couple other powers would benefit from 1 more slot, but all in all I'm pretty happy with the stats on individual powers. A lot of the builds I saw sacrificed power effectiveness for set bonuses, but this build manages to keep healthy power effects across the board and still get pretty solid defenses in all three positions.
I was really hoping to do something interesting with the AP powers, but I just didn't have enough slots to get anything out of them. Focused accuracy and physical perfection are undoubtedly useful, but just not very exciting to use. I thought maybe dark mastery with its -tohit and immobilize would synergize well, but there's always a trade off.

I wonder if you are getting your money's worth for those slots in freezing rain. It never seemed like the -def needed any additional slotting. With that much global recharge, you're also not getting a whole lot out of the recharge slotting. You could drop it down to achilles' and a single recharge IO and only lose 2.8 seconds on the recharge. Moving just one of those slots over to a recharge IO Indomitable Will would shave 19 seconds off its recharge. You'd have another slot to spare to shore up Cinders as well.

Okay, I came up with another build, if anyone still cares. :P I was contemplating survivability vs. the value of global recharge, and I was also thinking about how the value of global recharge decreases the more you get. Was also thinking about which powers I really use regularly and decided to drop a few more in exchange for fighting pool. The resultant build has the following:
45.2% ranged defense
64.4% s/l resist (72% with my current alpha slot)
3.28/s end in, 1.84/s end out (1.39/s out with alpha)
a paltry 53.75% global recharge (without hasten)
36% acc
13% dam
So, I give up a good chunk of global recharge, but gain heavily in resists and also get to put a few more slots into my other powers. I went back to lockdown, because I still like the +2 hold proc :P and I moved numina +recov/regen into health.
To fit those in, I'm not taking shiver, flash freeze, jack frost, or thunderclap, and I dropped both hover and combat jumping.

For a fuller explanation of my views on Tornado, read my guide (numbers are the same for trollers on tornado). But the debuff on Tornado is fairly low so you won't generally use it because of the debuff. Some good things about tornado though: 1) auto-hit. 2) you have an AoE immobolize that suppresses KB and thus can turn Tornado into a straight damage power 3) that's 856 damage against a single target (27 dps) 4) you should be able to have a period with 2 of them out. That's hardly minor damage.
For tornado, I definitely treat it like dps, but it's kind of manic and I have a hard time really feeling like it brings its own might to bear unless I'm fighting just one target. I've never really built a controller for dps, though, so I don't have a lot of practice using them that way. I think after I get around to buying all these enh I'm going to have to give it a whirl (heh) and see what tornado can really do when slotted for damage. -

Just looking at the build, it looks like your focused way to much on bonus numbers than the synergy of the sets.
Ice/storm is mostly about slows and some blocking, and postional control. Freezing rain, snowstorm, ice slick, shiver, gale, hurrican and of course block of ice.. those are your bread and butter powers.
fire a shiver, to open, drop a slick and FR, use gale or hurrican to move stragglers onto the slick, Blocking boses, using snow storm on AV's or elite bosses..
I also find artic air totally pointless for an ice storm, and jack, if you solo he is ok, But on teams to me he is pointless other than taking an alpha on occasion, or keeping another group busy for a moment while the team catches up.. as in the case of a few groups close and the second gets agro'd
ice/storm is also not really all that dependent on recharge other than block stacking, But at 50, you should beable to get a couple bosses, or 3 leuts with no problem. there of course is always glacier for the massive lock down on emergancy
to me ice storm is all about hoving back outta the combat at range, using slows and postional, and very relaxed game play..
Diminishing returns on recharge make individual recharge enhancements a lot less noticeable. For example, on Freezing Rain:
No hasten or set bonuses:
0 rech: 60s
1 rech: 42.1s
2 rech: 32.7s
3 rech: 30.1s
Hasten only:
0 rech: 35.3s
1 rech: 28.2s
2 rech: 23.7s
3 rech: 22.3s
Hasten and 88.75% global recharge:
0 rech: 31.8s
1 rech: 26.0s
2 rech: 22.1s
3 rech: 20.8s
So, while I obviously want FR to recharge as fast as possible, 5.2s is not very much time to pay in order to get two slots back. When you consider that all the other powers are affected similarly, it means recharge slotting as a whole is much less pivotal to the overall build. I guess you could argue that hasten itself is enough without even adding the global recharge, but most of the global recharge comes for free with the other slotting.
It adds up - two slots from FR and two slots from Ice Slick, plus one out of Indomitable Will. Why are they important? Well, nabbing those defense bonuses from 6 slotting things becomes more and more valuable as you approach the soft cap. With 40% defense, enemies have a base hit chance of 10% times level modifier. With 45% defense, that drops to 5% times level modifier. That means you're getting hit half as often at 45% as you are at 40%. It really does make a character a lot more durable, which is especially important for ice/storm, who has so many soft control powers that get agro and don't lock enemies down.
I'm finding in trials that it's just impossible to avoid agro if I want to contribute in any meaningful way. Freezing rain is my bare minimum for useful contribution, and even that will tick off any strays that might be around. Still struggling in trials on this character though, lacking incarnate shifts.
At any rate, you listed a set of powers that are useful in positional control, and I don't disagree. My build plans to heavily utilize all the powers you listed, with the exception of shiver. They just don't all need a lot of slots to be useful. Gale with 1 accuracy is pretty much enough, recharges are pretty low as noted above, and the stacked slows already hits the floor even without shiver.
I have debated the usefulness of jack and tornado. I like tornado for debuff and minor dps on AVs, and for mixing stuff up with things hit the fan, but usually it just knocks enemies into inconvenient places. Jack doesn't really seem to do enough work to justify his existence, but I haven't really checked out the dps yet so maybe I'm not being fair. I'd definitely be interested in hearing more personal experience on their usefulness.
As for Arctic Air, I think you're not giving it enough credit. Especially with the contagious confusion, you can consistently confuse mob after mob, contributing some serious mitigation if you're willing to get your hands dirty. My only real complaint about AA is that it's sort of mutually exclusive with hurricane unless you really jam guys in a corner. On the other hand, I don't really have the endurance to run both at once anyway... -

I was a little sad to give up the +2 mag hold from lockdown and the end cost is even more intimidating now that mind over body is in the picture. I also will miss ice storm for thematic reasons, but the value of indomitable will is undeniable, and some psi damage would be nice.
I was also contemplating the usefulness of snowstorm vs. shiver and decided to swap them. I also decided that I'd still like flight, and was willing to sacrifice thunder clap for it and reclaim some slots.
I've made the build below that has swapped out those powers and shuffled around a few slots. Main changes:
Removed a slot from Indomitable Will, which looks like it should still recharge in plenty of time while hasten is up.
Slotted gravitational anchor in frostbite.
Added lockdown to block of ice
Increased slotting on hover to reduce overall end consumption
Reduced Steamy mist slotting and used HOs
Switched Glacier from Basilisk's gaze to Unbreakable Constraint
Added a slot to Mind over body
Before:
ranged def: 44.2%
s/l res: 35.5%
f/c res: 17.8%
endrec: 3.21/s
enduse: 1.87/s (AA, hover, CJ, MoB)
haste:+90% (without hasten)

So... I give up 3.4% defense, but come out 0.24/s ahead on end and have a lot more acc bonus. I also get a lot better stats out of glacier, and much more useful frostbite performance, as well as faster hover and the +2 mag hold on block of ice.
Thinking about poaching a slot from somewhere and switching block of ice entirely back to lockdown, which would cost me 7.5% recharge and .03/s end, but give me back 2.5% ranged defense and better stats on BoI. Was considering taking another slot from Indomitable Will, since hasten will be on auto and I probably won't remember to click IW the second it's up anyway.
Edit: Err, ignore the cardiac core paragon in there. I was messing around with alpha slots to see how the numbers came out, but I haven't decided what I want to use yet.

Hi all. I put together a defensive build for my controller that seems to hang together pretty well, but doesn't seem to quite have enough slots. It hits 44.8% ranged defense, but I'm a little concerned about end usage and didn't have any slots left for extras like Gale, Shiver, or the immobilize powers.
It does hit my goals of near soft cap ranged defense, kb protection, stealth/recall capability, but all the non-ranged defense bonuses are kind of random. Any tips would be appreciated.
