Cold > FF unless you are the only defender/controller on the team offering up +Def/-Tohit abilities. FF really doesn't bring much to the table if the +Def/-Tohit is already soft capped or near it, Cold however still brings +Resist/-Dmg, +End/+Recov, Slow Resist, -Resist/-Def, -regen/-special and -recharge/-spd.

Dark Armor is a great secondary if used correctly, but using it has a heavy price and I don't feel the mitigation in high stress situations is really that much better than other secondaries to warrant the cost. This is my attempt to get Castle to make some tweaks to the set:

This. The only thing that would ever get me to make a granite brute is if it was Spines, Claws, or Martial Arts.
That said, I want spines more than anything else for brutes. -

Just a quick note: The game is not supposed to be balanced around IOs, sets, or procs.
Take away IOs from Dark Armor, look at what you're left with, then ask yourself if Dark Armor needs a buff. -

Fire and Archery primaries, (nrg too, I think, if the KB doesn't mess it up), do better AoE dmg than elec/. Fire and Mental secondaries do better AoE dmg than /elec.

Controllers in general are pretty low in damage. Fire's the exception in that regard, with Illusion also offering some fair damage in Spectral Wounds and Phantom Army but not on the same level as Fire Control.
Storm has the single best -res debuff there is in Freezing Rain and with some other debuffs a high-damage team member isn't a strict requirement. With enough debuffs and/or buffs in play, everyone's a high-damage team member.

Freezing Rain will benefit a blaster or scrapper much much more compared to other hero ATs.
Being a high damage team member also depends on how you build and play a character. If you're team comes out a little short in the damage department it is very helpful having a way to fill in that gap, while still being able to do all your controllery duties.
