That's according to the chart at ParagonWiki.
That information matches what I see in game when I look at the Paragon Rewards window. If you actually have 14 Tokens, Tier 5 is full with one Token left to place where you want in Tier 6.
When you first receive your Tokens, it is supposed to automatically fill through any Tier that you have have enough tokens to fill and then leave the rest for you to place in the next Tier where you want. Basically, the left overs from filling the previous Tiers allow you the Freedom to pick whichever reward you want of the next Tier.

I have returned to check out Premium after a seven-year hiatus (actually according to the forum my last visit was 9/28/2005, so it's only six-and-a-half years). The game has decided that I get 14 Paragon Rewards Tokens which seems pretty good, if for no other reason than my Controllers are unlocked, though with only 3 character slots I probably won't be playing them anyway, at least not soon. The game automatically spent 12 of those tokens for me, filling up most of tier 5.
Anyone know how the game decided what to spend the tokens on, or why if it was going to spend my tokens for me it didn't spend the last 2? Probably a silly thing with which to concern myself considering the enormous number of changes since I last played, it just seems really arbitrary. -
But why? Champions already exists. Although I suppose a Paragon City sourcebook would be cool.

Yes, because before the Winter Lords we lived in a paradise where every player was a well-behaved expert.
That being said, I'd love to get the devs-eye view on the Winter event, what went as they expected, what surprised them, etc. Not as any kind of apology or explanation, certainly not because I think it was a failure, just because I think it would be very interesting to get their opinions. -

I could not more strongly disagree. I think that the travel powers in general are one of the aspects of CoH that most set it apart from other MMOs, that flying is the most fun of all the travel powers, and that flight is one of the game's greatest accomplishments. I'm afraid fun doesn't lend itself terribly well to metrics, but to my mind it is the most important consideration. -

I assume you are under 30 then. I havent had missions for 2 levels now. If I had died more, it would be even more dull.

You are quite correct, but if we're talking about Faultline and Boomtown then aren't we talking about under 30? With the addition of The Hollows plus the increased mission bonus I suspect that fewer people of the appropriate level are street patrolling at all, not just in those two zones. -
I find it interesting that people are trying to maximize their xp, I seem to spend all my time these days trying not to outlevel story arcs and task forces, ninja-ing mission objectives and deliberately building up debt. So, unless I was at one of the levels where no contacts will give me missions, the last thing I would ever do is go out and 'hunt' villains in the hazard/trial zones just for xp.

I'm really starting to dislike the whole badge thing. I love the new plaques, and the idea of history and exploration badges, but the behavior is starting to drive me nuts.
The non-stop begging for a teleport to the top of City Hall/Atlas' Globe is bad enough. Then on Saturday I was in AP with my Defender helping lower level heroes take on a pack of Rularuu and their portal, just healing and buffing because at 8th level the pittance of xp 3rd level Rularuu give isn't worth it. In swoops a 30-something level who wipes out the invaders in nothing flat. How can this possibly be worth your time I asked her? I'm finding out if there's a badge, she replied.
I guess it's not badges that annoy me; it's just people.
