You just explained why Stamina as a power choice is lousy system design. It's something that enhances every active power a character has by freeing up enhancement slots that would otherwise have to be conservatively dedicated to energy management. Getting it is an absolute no-brainer, even with an cost of three power picks - you get the choice of 24 gimped powers or 21 supercharged ones.
Now I hope they look at something to mess with regarding Hasten, though. It's in a similar category. I'd rather see it totally dropped or given an Endurance cost tax than made inherent, though.
The Training Pool!
Survival Training - +8% Def (All) +10% Res (All), duration 20 seconds, recharge 120 seconds
(making it a click power makes it a decent option for a Tier 1 pool power.)
Fitness Training - (Auto) +25% Regen +15% Recovery
(combine health and stamina into one power rather than making it take 3 power selections. give less of a bonus to make it fit as a Tier 1 pool power.)
Athletic Training - (Auto) +100% Jump +30% RunSpd +10% Regen +5% Recovery
(combine Swift and Hurdle for those who want them and include a mild bonus for regen and recovery for those willing to dedicate a second power toward it. Absolutely optional, but reasonable, Tier 2 pool power.)
Superior Training - (Auto) +15% Regen +20% Recovery +5% Recharge
(progressive bonus keeping with trends of other pool powerset Tier 3 powers. could be made a click power with no overlap, also.) -

however, this game is based on having a number of checks and balances so that there's no way you can possibly max everything out. you can take all 18 powers from your primary and secondary sets and a travel power and some powers from your ancillary/patron set, but it'll greatly subtract from your damage output because you won't have the recovery rate to keep firing off one power after another like someone with stamina might be able to. i'm saying this assuming that there's nobody following you around giving out buffs like Speed Boost.
by your logic, powers like Assault, Maneuvers, Tough, Weave, all of the shields and such, and even Aim/Buildup are useless because they just give you stat bonuses. I can argue that Stamina allows me to alter my tactics in battle by letting me sustain higher attack rates. When i started playing, i also thought they wouldn't add any benefit. i also didnt think that my brute's toggles made enough difference to fight with them on. eventually i figured out that Stamina made up the difference in endurance that the toggles drew. suddenly i was a better brute.
i had a better brute, but it meant that i wouldn't be able to take certain powers. i was stronger, but less capable at the same time. it's just a system to keep everyone from having everything and being all powerful. -
i haven't read through 8 pages of replies, so this might have been said, but i think there should be an alternative to making powers from the fitness pool totally inherent. how about just restructuring the fitness pool? replace with something similar.

i think this (or something very similar) would be a far better option than just giving everybody something that a majority of us have sacrificed a whole three power slots for. i've gone to great lengths to create a couple builds that don't need stamina without needing a change in play style. For instance, my level 50 Dark/Elec brute that runs seven toggles almost all of the time (not including the damage aura). Or my level 50 Ice/Icy Dominator that uses Power Boost and Power Sink as well as domination to keep the endurance bar full. -
i havent actually bought anything with reward merits yet. i'm just sort of hording them away until i'm sure i want to get something. I also haven't run many TF/SFs since issue 13 went live, so I don't have many to start with.
The one character i've been working on that has a lot of merits is one i've solo'd all the way to the mid-30's so far. I'm enjoying running mission arcs and collecting merits, but if i was to team at all, i would be missing a lot of content by leveling "too fast."
There are two issues i have with the merit system. The first one is the outrageous cost of the Blessing of the Zephyr Knockback Protection recipe when compared to the Karma and Steadfast Protection variants. I'd like to know what justifies the difference.
The other issue i have is that story arcs just don't give enough reward. I've been playing this toon nearly everyday for weeks and only have a little more than 100 merits, but if i was to take a couple hours a night and run task forces, i would easily match that in a week. It's a very skewed system.
Perhaps rewarding 3-5 merits every time you fill a contact/broker bar would make running missions a little more worth it. Yes, that includes running paper/radio missions with a team. -
Objective- The most annoying issue i have with the shield set so far is that i cannot do the Chicken emote when i have a shield drawn. Its a problem because the character and costume are chicken themed. I hope this gets fixed immediately. I've haven't gotten this toon leveled up enough et, but i'm pretty certain that Grant Cover is going to be useless, and so will Battle Agility, at least for me. Phalanx fighting could possibly prove useless to me, but i'm going to give it a shot. We'll see as i level how that all works out.
Subjective - I rolled both an Energy Melee/ Dark Armor brute and this Super Strength/ Shield brute at about the same time. They're pretty close in level right now. While endurance is an issue on the shield brute, it is absolutely nowhere near as bad as the em/dark. The other two brutes, which i've gotten to 50, are a Dark/Elec and Elec/Fire and they don't give me endurance problems at all, but they have end recovery powers. In fact, the Dark/Elec doesnt even have the fitness pool and only gives me a problem if i'm running all eight toggles instead of just the five i normally use. I think the inability of a shield brute to go from mob to mob without resting is what people are worked up about. I would be nice if Against All Odds gave you a regen/recovery bonus for every baddie within range on top of the damage increase. It would have to be substantial though, none of this 5% garbage like the 'fix' for Energy Aura. And if Active Defense had a >25% heal upon activation, i'm sure if would make a big difference in playability without overpowering the set. Another big issue is OWtS needing to be reworked. I'd suggest perhaps a 20% Defense addition to it, and allowing recharge enhancements. But then again, that is a power i havent gotten to yet, im just looking at the numbers.
In the end, i think so far that its not a bad set and i can't wait to get into the lvl 40's with it. I think that people need to realize that its not a Defense based set like Energy Aura, and it's not as squishy or end heavy as Dark Armor. Shields has its place in the game, but it just needs its few little tweaks. I think I suggested a couple good places to start. Until that day comes, i'm just going to have fun with it my way. -
