If I understood our last conversation correctly, Dark Jedi is not currently accepting commissions. He does pop on the Victory Forums now and again, I believe most his characters are on Victory. You should be able to PM him and ask him directly.

I have not seen SuckerPunch post on the forums or in game in quite sometime. I suspect he is not actively playing the game ATM. Unless someone took over the project in his absense, I wouldn't expect any updates any time soon.
Mid's Hero Planner project was taken up by someone else, the name escapes me ATM. I know they are working to update that project. -

At this point, Power Customization borders on kind of nifty and completely usless for Dark Armor. Until the darkening pulse for Dark Armor is removed, it does little address the concerns regarding Dark Armor obscuring your character. To this end, Cloak of Darkness needs to be granted an alternate animation as well.

Why did Darkness Mastery need another cone? Another DoT cone at that? Dark Obliteration would have been a better choice, IMHO. Tar Patch or Dark Pit I would have understood being as I never believed they'd give up Darkest Night.
I still would like to see the option to skip Tier 1 and Tier 2 epics. -

I tend to delay the selection of Murky Could where you take it fairly early. Nothing wrong with either approach, simple a difference of opinion. I don't fine Murky Cloud to be of great use until the mid 20s. This frees me to to take Death Shroud by level 4 without sacrificing powers from my primary or pre-requisites for Stamina. -

Having placed your build in Mids, I have a few minor nit picks.
- Stamina is over slotted. I would not bother pursuing small set bonuses like those gained from a 4th Performance Shifter. Max end is more effective in terms of set bonuses.
- I'm not a fan of Mako's Bite. I know you are going for the defense bonuses, but you give up damage to do so. I would stick with Touch of Death, get the Ranged Defense else where.
I'm posting this build as an example where else to pursue set bonuses. Keep in mind I'm a CoF fan so you won't be able to build yours exactly like this, but you can see how it can be effective.

A few thoughts nothing huge, but bare in mind I don't have access to Mid's ATM.

DSorrow, the order of your power selection seems rather sub optimal to me. Is this a new character you plan to level or a respec you expect never to exemplar with. If you plan to never exemplar, it won't matter. If you plan to level up with this, I would recommend changing the order of power selection.
I would recommend dropping Soul Transfer and Conserver power. These are highly situational powers.
Deathshroud and Dark Regeneration should be taken as soon as they are available. Timid Dark Armor players push Death Shroud until post Stamina, which I can understand (but disagree with), but waiting until level 30 will hurt your endurance management and decrease your damage output. -
Depends on Issue 16 Launch.
Pre-I16 launch I role a Fire Melee/Dark Armor Scrapper. I've basically already made this character but haven't taken to time to level her. Just too many alts. She's only level 6 so re-roleing isn't to big a deal.
Post-I16 launch I role a Electric Melee/Dark Armor Scrapper. This what I'm really excited to level up for Isos. I really enjoyed my Electric Melee/Dark Brute, but I just don't enjoy red side enough so she' still stuck at level 42.
While we're at it, I have two requests going into the next Isos.- The return of the List
- Weekly threads. I didn't really like the whole "one massive thread" thing.

I followed the steps for the full install. It still created a Windows.old file.
According to explorer, Windows.old is a 74 GB file. Why do I need this?

I'm in the middle of a Vista re-install. Necessary for various reasons.
I noticed the little prompt indicating the "old windows files still accessible" and wondered why these are not erased. There doesn't even seem to be a option to do so. So Vista doesn't reformat the drive you install it on? There is not option to do so? Should I reformat the drive elsewhere? -
Sounds like what you are looking for a BIOS updates.
CPUs and motherboards do get BIOS updates same as most other hardware gets driver updates. These are usually referred to as "flashing the BIOS".
You'll need to check with the motherboard manufacturer for BIOS updates on your MoBo and instructions on how to install them. They will very likely be similar to how you install BIOS updates for your CPU. -
I'm not big on a making characters on another server. Tried that many times and it's ended the same over and over again...with a character that never gets played.
I do like the idea of a scrapper global channel to discuss/advise on builds and powersets. I always come away feeling I learned something new.
So I joined the channel, just need to remember to add the tab to the chat windows...on every character... -

Ok, this is some what of a departure from the type of character I usually make.

Backstory:sorry, I suck at brief versions- At 5'5" Gabriela Lopez had to beat out the odds to launch a successful modeling career, but she did it. She had just landed an Elite contract when her older brother Miguel approached her. Seems while Gabriela was working hard on her career, their kid brother Mario became addicted to Superadine and died of an overdose.
Miguel Lopez was incensed by his brother's death while 'Dyne dealers continued to walk the streets. Miguel wanted to organize a citizens group to combat the problem, but he needed a public figure to get the people's attention. His sister being the aspiring model, he thought she'd be perfect. Gabriela agreed instantly and Citizens Against Dyne was borne. C.A.D grew quickly but it's members became mistrustful of Back Alley Brawler and Portal Corp. C.A.D believed Portal Corps and Back Alley Brawler were withholding information, so C.A.D began secret investigations to determine the truth behind Superadine. Soon after, every member of C.A.D disappeared.
A few weeks later, a large Troll Rave had to be put down several heroes. Amongst the Supa Trolls, the heroes found the overdosed C.A.D members. It was suspected C.A.D may have learned an awful secret and were forced to O.D. on 'Dyne to keep it hidden. Unfortunately, every member of C.A.D died...except one Gabriella Lopez.
It is unclear why Gabriella survived. It was also unclear why her body reacted differently to the Superadine than the other C.A.D members. While her skin turned green and her body grew to 8 feet, she retained her feminine features typically lost by Superadine overdoses. Regrettably, the overdose drove Gabriella completely insane...or so it was believed.
It was theorized that Gabriella suffered from inter-dimensional perception sometimes associated with Superadine use. In an unorthodoxed attempt, doctors turned to inter-dimensional travelers in the hope some might be able to teach Gabriella to separate them. Unfortunately for Gabriella, the only person crazy enough to help her was Desmodas Siazar. While Desmodas was able to ground Gabriella to this dimension, her memories could not be recovered...so Gabs the tanker was borne.
