For some quick leveling at the lower levels there are a few things that I can suggest.

If you can get a team of about 6-8 together when in atlas do a sewer run untill everyone hits about level 6 or 7
Once that happens try to hit Kings Row Run 3 scanners then the bank mish to get the Raptor Pack, that will make travel much faster. Then either roll to Perez Park and street sweep untill you hit 11 ish and then roll to the Hollows or you could just roll straight to the Hollows. The Raptor pack will take all the stress out of the Hollows since the long travel times/distances will be nothing. Of course you will inevitably have to wait for other teammates to get to th mission but at least you won't obtain any travel debt getting there.

Feel ya there and since we mentioned atom dun forget Atom Ant

I'm thinkin maybe a scrapper type of AT if your into up close combat ... Katana is a good quick set as is Martial Arts, for secondary maybe Regen or Superior Reflexes. i have a KAt/regenner <all dusty now havent played him a while> He leveled fairly quickly .... If u are into distance based combat a Blaster is good for that.. my friend has an Ice/ Ice blaster .. lots o damage and also good control she leveled fairly quick. Energy blasters also are good damagers BFG if u will, and have alot of knockback to keep your prey at length..

there are a few guides in here for quick leveling tips i'd check those out aswell will help ya to know best places to hunt/mish to level as quick as possible..

Ripping thru the first 14 levels can be done w/ most of the AT's fairly easily but the high damage dealers will be easier IMHO to do that with .. if u go blaster remember u have no real defense cept range so keep em at range if u can.

Also just as a heads up u will probably get more feedback with this if you post it in the player questions forum... rather than the guides one..
