man, sorry guys i should have gotten to this sooner, been off the boards all day.
the follow comand is just the easiest way to ilustrate it. i have done many Hover "Races" as well. but for the example with the follow comand this is how it works in game.
L35 follows a L6 and the L6 will increase his gap. the L6 follows the L35 and he will eventually catch up and do the studder stepping that occurs when you are typically following someone with a slower travel power.
try it and see. -

test it. go find a L6 that just got the power and try and beat him. then bug it so it gets fixed.

i should note that i first tested and bugged this at L28. i am L35 now. it helps if you get a big level gap in there to show just how bad it is. like i said between me and the L40 it took about 100 yards before the difference was noticable.
the easiest way to prove it is this. find someone much lower level with the power unslotted, no swift, no using sprint and have them hover+r(run), then you hover+f(follow) and watch them pull away. -

HOVER IS BUGGED!
i have bugged it in game, and on the Tech board with no response. hover gets SLOWER as you level. i have tested this many times.
hover race between a L6, L14, L35(me), L40
the L6s hover was almost 33% faster than mine. and i started to pull away from the L40 after about 100yds.
everyone had the same set up. No flight speed enhancers in Hover, No Swift, Sprint turned off.

But, I digress (apologies to Peter David). My main issue right now is the one shot defeats. Blasters, Controllers or Defenders who round a corner a little too quickly can find themselves facing instant debt. They have no opportunity to prepare for the boss because they didnt see him. I do like that Bosses now stay around longer in fights, but I dont like how deadly they can be so we are actively analyzing this situation.

why not implement a system that works within the Players code instead of the Monsters. something along the lines of...
anytime a player recieves 80% or more of his total hit points in damage that results in him being killed, he is instead knocked back and stunned on the ground. any form of outside healing or his own healing inspiration will still work while he is on the ground for up to 5 seconds. after that 5 seconds the character is truely defeated.

i think Hover has had a major bug for quite awile now. it SLOWS as you level. tested it many times and posted it on the tech board with no response. -
it would be cool if we knew what servers each Dev prefered to play on. could we get a list of just the server and each Devs highest level guy on that server.
our old SG captain ran into States playing another character on Champion once, but i dont know who he was cause States made him promise not to tell anyone else.
