Commas help to act as a substitute for the words 'and/or,' and it's now being taught to ignore that last comma when writing a list. Otherwise he would be saying, "Proper vocabulary and spelling and and grammar..."
Might I add, the rules of grammar change every other day... Every generation is either learning a new rule, or is dealing with the absense of a rule in the ever shifting battle to find the 'perfect sentence.' -
