FYI, there's a limit on the individual set bonuses you can have--namely, five of each based on the name of said bonus. If you have 4 other instances of the 6.25% Recharge bonus, then you'll only be able to see it once no matter how many times you slot Positron's Blast.
In Mids', open the "Window" menu and select the "Sets & Bonuses" option (also available by hitting Ctrl+B). Anything that shows up as red means you've slotted more than 5 of that particular bonus. -

Anyway, how many villains in comic books blast slime all over everything? Color the water green or purple and bam, you've got all the source material you need to justify it. -

As for why Destructive isn't being awarded, no idea. Are you 100% sure that you didn't already have the badge? In your badge farming mission, did you set the destructible object as a necessary requirement for completing the mission? Have you tried with other types of destructible objects in case the one you initially chose is bugged somehow? -

You only pay 395PP for all that stuff, which is about 23% of the total individual value.
The 30 day Rocket Pack is global, but everything else can only be claimed on one character per charge (except the Warwolf Whistle, in which all charges get claimed at once).

It's Tuesday again, which as always means NEW STUFFS DAY!
Today in the Paragon Market, we see the release of the Water Blast Power Set for 800 Paragon Points. This new set allows Blasters, Corruptors and Defenders to bend water to their will to crush, chill or even burn their opponents. It even features a new combo mechanic, "Tidal Power," which boosts your abilities as it builds.
We also see the release of the Boost Kit for 395 Paragon Points. The Boost Kit will only be around for this week, and leaves the Paragon Market after July 16.

Freakshow Boss was DEFINITELY a convention exclusive... The Halloween Freakshow costume is a Stunner.
I suppose I may have been wrong about the Coralax (since someone else pointed out that there are actually two Coralax costumes, one for the event and one for Halloween). -

Do keep in mind that Paragon City and the Rogue Isles are located on/near the US east coast, and the in-game holidays are reflected as such.
That said, the holiday season tends to be big for movie releases, too, so maybe you're not out of line for making this suggestion. -
