I've heard (though havn't seen confirmation recently) that if you exemplar down to a 45 or 47 at the hami raid you will get a higher level HO but that the higher level HOs only behave like a level 50 HO...
One thing that would be great to check is to see if level differences have any effect on the potency of HOs. Given what I've been seeing lately it wouldn't. Shouldn't be too hard to test if someone has a lower level recharge or damage based HO. -

I believe that is accurate. And no, it has no effect whatsoever to mag. Just duration.
One thing I was disheartened to discover is that there is apparently a maximum hold duration.
For grins I copied my character to the test server and slotted up EMPulse with 6 Acc/Mez HOs. I then ran into a group of blue nemesis minions and RI/EFed them. Then I hit Power Build Up, followed by Vanguard. This should have quadrupled or at least tripled the duration but it did not increase past I believe 4 minutes. I can't remember for sure how long it was but I think 4 minutes is right.
Anyway keep this in mind when slotting up with /mez HOs. -
No problems with you making Blood Wolffe strong, he'd have to be to have survived.

I will agree that the people who are posting their displeasure after the apology were going overboard.
I will say however their anger was less a result of having to wait longer for issue 4 and more a result of prolonged frustration at the constant stream of nerfs. Every single issue since 2 (possibly 1 but I wasn't paying much attention back then) has come with a hefty heaping helping of nerfs. Nobody likes to be nerfed. (except for the rare few but they are masochists anyway)
I understand the frustration. Hell scrappers specifically have gotten pounded with nerf after nerf after nerf. Its understandable that they would be frazzled and stressed out a bit.
Once again, yes, those calling names and insulting the devs for not realizing what most would consider blatantly obvious was uncalled for and unproductive, but try to understand where that anger and frustration is originating from instead of assuming it is something as pointless as impatience.
Sorry for contributing to the derailment but I felt it needed to be said. I am thoroughly enjoying the journal entries. -

My assessment about kin's support was more in reference to their ability to keep the party alive than to make them more effective.
A lot of low level kins will slot up their transfusion and throw it regularly but it is unreliable. Its one thing to tell a blaster to stand close to the enemies so they can get heals but when you miss at a bad moment they will probably not trust you a second time.
The only things kin can do for survivability are transfusion, which misses annoyingly often and is centered around the baddies, Increase density which has an absurdly short duration, the single target damage debuff in siphon power, and finally at level 32 they get the ability to debuff the damage output of all the enemies. That is when I feel they finally have some reasonable means to mitigate incoming damage.
I love kinetics a lot. It is easily my second favorite set (behind rad) but it is the weakest when it comes to protecting your party.
On a side note once issue 4 goes live I will see if I can find the time to update and repost this guide. The massive defender changes and minor mistakes made in the original will warrant some serious changes overall. For one thing Dark Miasma will be included in the ideal offender sets if not listed as the new god king due to the impressive resistance debuff in tar patch.
Also Siphon Speed's changes already have me all giddy ;-). -

There seems also to be a bug where an enhancer will buff the power even if it doesn't accept that type. For instance a power has resistance but you can only enhance for defense or endurance reduction, if you put a Res/End reduction the Res part will boost the power.
I don't beleive that's intended and seems infrequent in some powers.

Also with the dam/ranges. Currently on live they will increase the range that you can fire off cone attacks at but do not actually increase the range that the damage will have an effect. This makes it so that if you fire it at something at max range the enemy will not be hit.
On test there is a patch to make it so that this enhancement is Dam/Range/cone range. I am looking forward to that. -

My first thought was really 'Oh My God! Recluse found the nerfbat and hit the entire server with it HARD!'
I mean really, we told Statesman about the dangers of just leaving that thing laying around all the time but did he listen? NooOOoOooo He was too busy stomping innocent clockwork into oblivion.
The writing is phenomenal... the plot... I'm not sure, I'll have to see where they take this but it seems awfully climactic for the first 10 pages. Not sure where they can go from here but I am durned tootin going to be looking forward to it. -

As an Illusion/Rad Controller, my EM Pulse lasts 55 seconds base. I'm gonna put one HO in there with ACC no matter what, just to make sure I'm at 95% chance to hit almost any mob, and it might as well be an Acc/Mez. But 6??? That's 220 seconds if you're a Controller, or 180 for a Defender. If it takes you that long to defeat mobs, you might want to consider adding some slots to your Brawl. Or better yet, take an attack power! :-)

Also its sometimes fun to EMP 4 enemy groups into oblivion and watch as your scrappers and blasters try to take them all out before they wake up. ;-) -

Part of it has to do with availability. For some bizzare inexplicable reason Acc/Mez and Dam/Mez are far more common than Acc/Dam. As a result All of the blasters and scrappers who want Acc/Dam for their attacks are clamoring for what few of those get dropped while the defenders and controllers can pick up all the acc/mez and dam/mez at bargain basement prices because they drop so often. Thats also why Dam/Range is so undervalued.
I have my Cosmic Burst slotted up with 1 Acc/Dam, 2 Dam/Ranges, and 3 Dam/Mez's
I have my Total Focus slotted up with 1 Acc/Dam, 5 Dam/Mez's
And my EMP of course gets 6 Acc/Mez's ;-) -
I believe that was confirmed but I am not positive about that.
The problem with the acc/debuffs is that even though two aspects can be used in a large variety of powers, frequently one of those aspects will be augmenting an exceptionally minor aspect of the power.
Most attacks that do acc debuff or def debuff only debuff it for 3 seconds at most and for 5% or so. Not ever worth slotting for. There are the rare exception but those frequently will be far better suited to a different Hami-O such as Dam/Acc or Dam/Mez or even Acc/Mez.
There is no power I know of that craves this HO.
It is the least valuable for a reason. I always feel the need to appoligize out of pity to the poor shmoes who get it and are trying to trade it away.
In my experience the heiarchy of Hami-O value is as follows.
MVE (Most Valuable Enhancer)
Resist/end
Second Tier
Heal/End, Acc/Dam, and Buffs/Recharge
Middle value
Acc/Mez, Dam/Mez, Debuffs/End, Buffs/End
Lesser value
Travel/End, Dam/Range
Worst Value Enhancer
Debuffs/Acc
In most cases it is alright to trade one bracket above or below your won HO without anything extra thrown in. Anything in the top two tiers being traded with anything below them however can get 2 HOs for the price of one more often than not. As things progress the recharge reducers seem to be going up in value and may rival the Damage Resistance/End enhancers in time. We will see though. -

Of my two scrappers Mr Insidious (level 36 DM/Regen) is a domesticus and Second Being (Level 32 Spines/Invuln) is a Feral with domesticus tendancies.
I am so going to forward this guide to several friends. I think they will get a kick out of it. -
