+Regen or +Recovery aren't really procs - what's meant by procs are the "chance of X" enhancements.
That said, they all work in auto powers. -

Every time they've changed powers in the past, they've given out freespecs. That won't change, as Posi noted.

And no, they haven't handed out freespecs for *every* power change. For example, they are not handing out a freespec for the Gaussian Unique fix.
A shop for things that can't be gotten otherwise in the game is fine. But once the company has financial incentive to start screwing with the game, you're in trouble. You don't even need there to be conscious motivation.
For example, suppose someone brings up in a meeting that the rate of respec recipe drops seems low. There's bound to be a tendency to say 'well, there's some on the market, and people can buy them anyway, we have better things to do with our time.' Issue tabled.
It doesn't have to happen that way, but it can - and this just enables it. -

As for re-locking slots, it might make sense if the system is set to not let you create any characters over 12 unless it can confirm with the account database that you have the free slot. -

If they don't know it's happening, then some of the grumpy faces are warranted. It seems obvious to me to have someone keep an eye on the forums after any patch. Should be standard business practice. -
I doubt any slots are actually lost, looks like they just reverted to a character selection screen that doesn't know about additional slots at all.
Since they're uploading a new build to TC today, I'd say 50-50 whether they try to emergency patch this or just roll it into the next patch. -

Eh, costume parts I can see - I mean, after the initial rush is over, I expect the drop rates on those to be well over the demand.
Rare and set IO's though, yeah, those are gonna get snapped up if anyone lists them low. Heck, on day one there'll probably be a hundred or more buy orders on Numina's from one million up up up and awaaaay! -
Addendum for minor doom - if that happens, expect RMT (real money trading) to happen. They go hand in hand, those two.

The weird thing is - if set IO's really turn out to be rare - as in "wait til Issue 17" rare, there's no way in hell they'll ever be at the consignment shop. No amount of influence will ever be enough. Yep, you guessed it, we've entered the realm of "Trade only". God, I hate those words.
