Looking at Billz thread, Scrapper Super Strength is below Martial Arts in Single Target DPS.
Assuming Billz didn't get the BEST of the BEST DPS attack string on it, how much better would it be? -

Well good job killer! You can't hero right and you can't kill right. You're 0 for 2 in two categories.
So why wouldn't they come back?
You can't kill them and they get out quickly.
OR one can assume there really isn't THAT much crime on the street (or how does the hero have a life when outside the costume, since walking a few feet puts you right back in front of people who want to kill you).
And if you go the route I'm killing everyone, there really isn't a revolving door, I have to ask? You killed Tyrant once, why is he back from the same dimension as always. -

as for your number of people consider how many enemies you drop in a single mission if you are running with a full group. with a few hous every day, you and your friends could totally clean out 200,000 enemies, in a few weeks and you arent the only hero on the street. Also, on a good night you could drop a good percentage of them, including bosses and lieutenants , I don't see street gangs having the internal structure to redistribute jobs within the gamgs that fast to make up for that kind of attrition, unless gangers in paragon are a lot brighter than gangers in real life are, usually internal fighting happens when gangs lose key organizational figures. often leading to splintering and inter factional warring for old territory.
like i said, it is a game mechanic, hellions and skulls are effectively giant rats and spiders, that is why i avoid looking too deeply at the gameworld, because it has to conform to the gameplay, and that leads to some very odd situations. -

And because one SoA doesn't go about stepping a foot in Paragon, doesn't mean that Arachnos as a whole doesn't. Safeguard proves that SoA's do. -

There are 3 things that can happen in the lore.
I shoot you with tags...somehow... and they malfunction and you die

Supposedly only the upper tiers have good teleporters though so it's best not to rely on them...so apparently I shoot you till your subdued and then somewhere in that if I'm nice and don't mess up I tag you which sends you off through some method to a hospital or the zig... Unfortunately the lower tier villains have to rely on me not being a screw up and nice to be saved >.> and me having and adequate supply of tags. Otherwise they're dead.
I have no problem with people RPing how they want. But really, for the PPD being cannonically one of the most NON-corrupt police forces ever, they wouldn't work with someone who was killing people (from that reality PoV people like to throw around)...and even in mainstream comics, those who go around just killing criminals are hunted by police. -

Last I knew, cannon wise you tagged them with a teleport tag and teleported them off the Zig.

If they had said at the time: We might have some bonuses for pre-ordering, I'd probably have waited to see. But they didn't, so I didn't.
If a significant amount of people did that, then thats a significant amount of working capital they got up front to help develop GR that they would not have otherrwise got if they had been more straightforward in their dealings (or had just simply been more organised).
I, as a consumer who gave them some money, feel that they haven't been particular forthright with me, and my feedback is that I'll now question their future marketing afforts in the future.
What would I think would fix this?
a) give everyone who pre-purchased before this announcement the pre-order bonus too, thus making their original statement correct
Or
b) offer refunds for anyone who pre-purchased so that they can choose to pre-order instead, thus removing the percieved damage done by the incorrect information
Or
c) make it so that if someone applys a pre-order code to an account that has GR pre-purchased, some bonus is given (like say, 2 free months gametime) to make up for people having bought it twice.
Or
d) somethigng else that indicates they know that some people are unhappy about this and that they want to make it up to them
If they do any of those then I'll be happy. If they don't then I will be unhappy.

Next, it's a preorder perk. Shell out five-10 dollars, preorder the game, get the code and don't purchase it.
And really. It's not that big of a bonus. It's 2-3 hours of play time with the proc. And after that, it's a small DMG/RCH. -

Are people forgetting the safeguard missions where Arachnos robs the banks?
Or the mayhem missions where villains (and thusly arachnos due to VEATS) go to Paragon to rob the banks and pretty much cause chaos and destruction?
Hero License gives one the law enforcement capacity of PPD. Nothing in that license from what I can see says that license extends past Paragon City, but nothing say one can't go fight crime else where without a license either.
Also, I'm pretty sure those Hellions (or whatever mobs that give xp) tend to just attack heroes who walk by. That's a crime. They get sent to jail
For CoV, your characters are KNOWN villains. So of course the Longbow attacks them. Sorry, but the longbow are evil doesn't fly so well. They're heroes trying to capture a known and wanted criminal.
Just because your bio says "I'm a normal civvie" doesn't make it so in the games eyes. Which makes me wonder, why people who use that sort of bio, just don't overlook the longbow attacking them.
It's kinda like those bio you see "Statesman killed my parents now Im evil and want revenge" when I then look at the game cannon and can only think "ummm...no he didn't"
Or the "im wholesale killing people and the people love me for it" ummm...cannon wise, that never happened. You arrested them.
Also mind you, it's an MMO...Azuria didn't lose the pendant 1million times. It was stolen once...okay maybe twice...but really, the game can't help but reuse the same storylines.
Something to think about. I mean, if you're going to have any sort of RP or Immersion, you have to look at the things like TFs/SFs, repeated story arcs differently than..."OMG AGAIN?"

As for Wyvern. They're a merc group. -
You know, if the proc actually remained procs for the toons whole life time, I MIGHT MIGHT see a problem.
And even then, the chance for the proc to fire is less than the worst proc is now.
Don't see why anyone would get upset at losing out on these. And I've enjoyed my pre-purchase.
My DS/DM is at lvl 45, working her way to lvl 49, so I can GR with her and hit lvl 50 on a STF! \o/
What I've read in this thread has been alot of doom and gloom (not everyone) over something so trivial, you'll 1) Lvl so quickly to lvl 20 to begin with, you won't be using the proc THAT long 2) want to respec out of later for something better.
Now, if you go the generic IO route...
2 Lvl 50 DMG IOs plus the starting IO, MAY give you a reason to keep it, if it has enough of a bonus to put you at 95%ish damage...MAYBE...and even then, you're better off going with IO sets.
Useful, okay to have. But then so are my vet rewards, and I never use them. -
Hmmm...if the 5 unique IOs are lvl 20 DO DMG/RCH levels with a Proc Effect, they may be really nice to slot. I'll hope for Purple Proc chances, but at minimum hopefully regular proc value and worth keeping slotted

I'd probably go with a fully decked out ELM/Regen.
I play zones when I PvP. And when I arena, it's friends who like to Arena 1 on 1.
I'd like a Stalker build that can survive against Regen and WP Scrappers, if not put some hurt on them.
For zone play, I just go in and win or lose, just have fun.
But 1 on 1, Id like to stand up to others a bit more.

But the other part of your question -- does Swap Ammo increase overall damage -- is one I've thought a lot about. I have a Dark/DP defender that I solo a lot. Having soloed with scrappers before, my defender was sloooooooow in leveling, primarily because he dealt so little damage. I took Swap Ammo to try to increase that damage.
I was underwhelmed.
But, as my character developed, I began to appreciate Swap Ammo more for a few reasons. First, it allows you to be much more effective versus lethal-resistant foes. Being able to switch damage types does allow you to deal more damage to those types of foes. If you're really on top of things and you know which foes are vulnerable to toxic or fire or cold, you can further maximize your damage.
Second, toxic rounds give you much better odds against foes like Freak tanks who can easily hit you for half your hit points. Switch to toxic ammo and all your DP attacks (except Pistols) carry a 12.5% damage debuff with an 8 second duration. So you can usually keep that double-stacked, meaning you essentially have 25% resistance against everything (for one foe) and that 300 hit point Freak tank smackdown becomes a 225 pointer. Still smarts, but...
Third, that unimpressive DoT starts to get more significant once you can relly slot up the damage on your attacks, and once you're playing over x3 or higher. Ball those bad guys up, then cut loose with Bullet Rain followed by Empty Clips, Piercing Rounds, and (if you're the nuke type) Hail of Bullets, and your heart will overflow with joy as you see an explosion of little yellow numbers burst overhead. Because the DoT has stacked, and it's being applied to a dozen guys at once, you are witnessing a virtual conflagration of villainy.
So, in the end I give Swap Ammo a thumbs up, but I think it's best taken late in one's career... certainly after Bullet Rain, and probably not until into the 20's or 30's when one has had time to slot up the damage.
To the OP...
Swapping Ammo, takes 30% of the Lethal Damage, and changes it with another Damage type (Fire, Cold, or Toxic).
You lose the -Resist effect of Lethal Ammo Piercing Rounds when you swap to the elemental damage types of the attack, which is why Toxic and Cold do the least amount of damage.
One of the great things about Swap Ammo, is if you know your enemies weakness, then you can swap to that ammo type to deliver the most damage.
Personally, I hope they buff Dual Pistols to add a 4th damage type "Energy" but I doubt it will ever happen. Though I think Dual Pistols getting the Energy Damage treatment would of gone along way in the "Laser Pistol" area of things. -
I thought it was because Build Up wasn't being given the END/RCH discount that it should of originally had, so they finally gave it.

I was commenting on the fact that posters reject these ideas simply because a dev has said no in the past, not because anybody is actually against the idea itself.
Before the email changes and and power customization were implemented, many posters rejected those ideas simply because of past dev comments. Both of those features eventually made it in the game. -

Blazing aura also has a small radius and only does damage to things that you engage in *sustained* melee combat with. Blasters may melee things, but in *sustained* melee generally either you or the target end up dead pretty quick, and either way blazing aura won't do much. Hot feet has a much larger radius and some mitigation attached, so I would definitely use it myself even if I did have to retoggle it all the time, but blazing aura I don't really see any use for.

...in alot of builds, I see people not taking both the AOE Damage Toggles (Blazing Aura & Hot Feet). Why is this?
For a set like Dual Pistols, with a nuke that says "get into melee" why would people skip these? What am I missing? Is it just the end usage? -
I keep making Broadsword, but I just find the animations boring, so I can never stick with it. Now, if they could give alternate animations that look fancier, I'd probably be all over Broadsword.

looks good, I can tell it has a lot of end usage, I guess there is not much around that. Not sure why I slotted Muti-Strike in dark regen..I guess I wasn't thinking there.
I was wanting Sweep for the knockdown in the event I get overwhelmed, but Like I mentioned before I don't know much about Dual Blades so I am not sure which combos are the best to take and which aren't so I was hoping someone would fill me in.
You could replace CoF with Oppressive Gloom and six slot the Razzle Dazzle set. The only reason I replaced OG with CoF was because of the bigger S/L Set bonuses and to stack -tohit with the defense. -
Question...do you want Sweep Combo because of the knockdown?
I ask, because I find I do okay with just Attack Vitals and Typhoon's Edge (which I really only take because I love the animation) with of course BF.
Dark Regeneration should be 6 slotted, and get the Touch of Nictus +END Proc in it.
I'd ditch 2 of the slots from Cloack of Darkness and Weave and replace them with LotG: Def/End, Def/End/Rch, Def, Def/+7.5% RCH
Then you could slot Kick 3 slots for Kinetic Combat (more S/L Defense) and have a slot left over. Plus have additional RCH.
However, if I was to take your build as a template (leaving out purples because you didn't slot any)...
