When you buy CoV, you're buying all of its future content (as long as you're a subscriber) and its past content (which includes all improvements made from the basic, barebones game that was CoH). You're not buying a new game where everything is different and remade from the ground up. -

As to badges in Issue #5, I'll say that I love the idea of finally getting badges from the Shard TFs, and hope (nay, demand) that you datamine to reward those heroes who have already done the TFs.
I also like the idea of getting more badges for doing events multiple times, like the Hellion Arson event. While this may make those events draw so many heroes that it's mayhem for the first little while, I think it's a good way to encourage participation.
Now I'll move onto more general badge concerns.
My biggest complaint with the badges is their inconsistency. This takes two forms: inconsistent numbers for 'defeat' type badges, and inconsistent visual aides for other Achievement badges.
A) Some badges, like the badge for defeating Fake Nemesis robots (Unveiler) take a reasonable amount of time and effort to get. 100 Nemesis bosses is difficult, but attainable. Others take a completely unreasonable amount of time and effort, like Illusionist and Zookeeper, which are tedious to the point of making me want to shut off the game. Lots of people would say, hey, don't get the badges, but for a fair number of us, getting the badges is great fun, even if they're not part of an accolade. These badges reduce fun, which is counterproductive.
B) Some Achievement badges have progress bars. Some have placeholders with no bar, and some have nothing until you get the badge. This is inconsistent and serves no real purpose, to my mind. Why can I not know how far along on the Medic badge I am, but I can know how far along on the Adamant badge I am? Why can I not know what that ??? placeholder badge is but I can know right away that the next placeholder is for gaining influence? These are not game-breaking issues, of course, but they're a nonsensical part of earning badges that it seems could be easily fixed.

I hope they're not getting too dumbed down. The Earth Casters were out of control for sure, but the others were a reasonable challenge, anyway.
Have you thought about making Lt. versions with the hold powers to complement the minions without? -
