Forgive me for being dense, but I recently created an Emp/Ice and am trying to plan out a feasible build in Mids. Does Power Build Up benefit +recovery or +regen? It still seems useful for Fortitude and Ice's two holds, but I wasn't sure if it would help with AB or the two RA's.

I looked it up in City of Data, but wasnt sure if it's boost to Endurance or Healing affected recovery/regen.

I had that problem til I configured it not to use a web proxy - it appears to try to use one by default.

Quick question Re: the levels of HOs. I was told by several people in game that they have a 5 level 'stretch' period, as opposed to the normal SO's 3. In other words, a level 45 could equip a level 50 HO, thus letting them use whatever reward they get for participating in a raid. Is there any truth to this, or is it utter fabrication? I'm not quite a level to find out myself, I'm afraid.
