The issue was exacerbated by the related issue of a woman losing her identity with formal titling (e.g., Miss Jane Doe became Mrs. John Smith).
Whether the solution was elegant or not (e.g., they could have dropped 'Miss' and just used 'Mrs.' for everyone) is arguable.
But it *was not* about being somehow feeling insulted for no good reason. It was about being treated unequally. -

Also, if you target Blitz, then -> Actions -> Info -> Description, the first paragraph reads:
"Marshal Jason Blitz used to be the Arachnos Marshal for the isle of Warburg, one of the western-most Rogue Isles, and is today the de facto ruler of it. Marshal Blitz commands a contingent of Rogue Arachnos that took over Warburg and uses its rockets to threaten Paragon City."
The whole point of the story being that when he worked for Arachnos, they made him Marshal of Warburg; but (at least for purposes of this story) now he appears to have turned against Arachnos, so they probably no longer accept him as Marshal. -

This applies to the Attuned/AccountBound Enhancements, such as the ones that went on sale this week.
IOs that you *boosted* with the Enhancement Boosters, OTOH, become character locked and can't be emailed or moved to alts. However, these you can trade with another player's characters, but then the Boost is stripped away. -

FYI:
The Hat is two tones: the main leather surface and the ribbon. The buckle is always silver. Hair is a subtractive mixture of the two tones.
The Autumnal Aura is one chosable tone with automatically added highlights being the tone under the one selected on the color-choice-palette.
The German Shepard has the same idle animations as the Wolf in the Haunted House event. It is a toggle power that is exclusive to the other non-combat pets and the combat-buff Vet Pet. -

Store bought IOs ignore rule #1 because they have no level of their own.
All enhancements have their enhancement values scale down when you exemplar (though they do it based on modifiers in a table and based on the difference between your normal and exemplared level, they do not become the same as lower level IOs as you've described). These Store Bought Enhancements do it on a slightly different scale that, based on testing in the beta, made normal IOs have slightly better enhancement values at some levels and SBEs have better values at others. Those values were so small that I think they're mostly irrelevant, but the set bonuses are still significant.
These Store Bought Enhancements, at their maximum level, give enhancement values at their maximum level. If you exemplar below 37 with normal level 40 IOs, the set bonuses shut off. If you exemplar below 47 with normal level 50 IOs, the set bonuses shut off. Not so with these. These have the enhancement value of their max level when you are at the max level, and you can exemplar all the way down to 3 levels below the minimum level of the set and keep the set bonuses. That is superior to the in-game level 50 IOs. It's also superior to in-game level 30 IOs, as the level 30s don't give level 50 enhancement values at level 50. -

Basically they're tied to your global and can be traded among your own characters.
It's the Boosted (+1 to +5) Enhancements that can't even be shared among your alts (and, if traded, lose their Boost). -

If a set is 20-40, e.g. Then if you're level 20, that have the stats of level 20 IOs. If you level 33, then they have the stats of level 33 IOs. If you're level 40, they have the stats of level 40 IOs. And in all three cases, the Set Bonuses would be working.
But, if you go above the range, then they freeze at 40 and 20. If you're level 50, they have the stats of level 40 IOs and their Set Bonuses would be working.
If you are level 17, then they have the stats of level 20 IOs. The Bonus Sets would still be working. And the Enhancement Aspects would be scaled from 40 to 17.
If you are level 15, then they have the stats of level 20 IOs. The Bonus Set would stop working. And the Enhancement Aspects would be scaled from 20 to 15. -
No, that's not what they mean by 'attenuated' they only scale up to 40 and freeze there. If you're level 50, it would be the same as having level 40 enhancements there.

Feedback on the Attenuated Rares: Mostly missing the mark.
As one of the few people who actually gave feedback on the attenuated IOs in the market, you seem to have pretty much ignored everything I said except the part about the cost, which is yet to be seen what their pricing structure is. Let me refresh...

However, if even one member of the set is Rare, then the whole set is missing from the Store. This severely limits the number of sets Available, which in turn, severely limits their range of usefulness in several areas:
1. These categories have no available sets: Recharge Intensive Pet; Accurate Healing; Accurate Defense Debuff; and Accurate To Hit Debuff;
2. These categories have sets only available in the 10-20 level range: Knockback; Taunt; Endurance Modification; To Hit Buff; To Hit Debuff; and Defense Debuff.
I'm sure the prices of these are just placeholders since sets that go from 20-50 are priced the same as sets that go from 10-20. And quite frankly, selling any one of these sets that only go from 10-20 for real money should be considering unconscionable unless the price was about 5 cents each considering how pretty quickly they'd become worthless compared to a simple SO. The ones that go from 20-50... now that's something I'd spend some cash on.
But unfortunately, the sets that are left are rather restricted in their range. Some sets that go to 50 only start at 35.
Suggestion:
1. Create two tiers of uncommon enhancement sets: one whose level is 10-40. And another that is 25-50. Readjust all uncommon sets' levels to belong to one or the other category. This will hopefully end uncommon set level slotting tetris. Then, charge more for the upper level set.
2. For categories of sets that don't have an uncommon set, please make one.
3. For sets that only have one or two Rares, and the rest uncommon, include them in the level-as-you-level store, but, you can charge a bit more for them.
So, these new Rare Sets have some of the same problems, most importantly, they cover too short a range. I'd pay serious money to slot a set at 20 and forget about having to update it because it levels up to 50 with me. Of the new rares you're offering, Mako's Bite is the only one I would even consider bothering with at any price because of the level range benefit.
This is a tiny, tiny bandage on a much bigger problem of the inanity of IO level restrictions. I'm guessing you're not really selling any of the Uncommon Sets, and I've explained why. Instead of fixing them, you hope to grab some quick cash by offering a few of the popular Rare Sets, some of which have the same limitations as the Uncommons.
This is really missing the mark.
And the sale of level 10-20 Attenuated IOs, considering how almost completely useless and worthless they are, is still unconscionable. Shame on you all. -
