You may want to respec at 32 if you want repulsion field.
I've found that once Force Bubble is available you really don't need repel.
Also i found that Mass hypnosis as standard was up for pretty much ever mob already without recharge unless your team were in total carnage mode, in which case you didn't need it anyway, but also Force Bubble really takes it's toll endurance wise, if you can spare them and extra end redux or two wouldn't hurt
Otherwise slotted pretty much the same as mine

MY Bubbler has been rejuvented by I7, the bubbles have an even greater effect at keeping people safe now, providing any team a veritable fortress to make a stand in when combined with dispersion. Okay in PvP it's suffered due to the decrease of toggle droppage, but everyone has to deal with that. The bubbler lives, maybe not the most popular of sets, but were far from gone...
