The initial buff only lasts for 10 seconds (at least for Rebirth), so having at least 12 people alternating that quickly might be a bit much to ask, but the second stage lasts for 30 seconds, which should be easy enough to manage.

The initial buff from Destiny is brief. It degrades over time. If staggered, the higher numbers would last longer.

Someone did mention at the time, after the pets died, that maybe the buffs should have been staggered.

Lore pets melted like butter, so we regrouped and did a standard raid.

I respect your principles but am forced to mention no one else including NCSoft is required to honor them separately. Mindless Scrapperlock can be bad. Knowing what you can do and doing it is not.
It's been a while and I don't remember the fine details, but most of a PUG was dying frequently in the Cyst mission of an ITF, and at one point I was the only one left alive. Nobody had gone to the hospital yet, so I suggested they just stay down and let me finish it. There were no objections, so that's how it was done. -
And Horus still couldn't decide what he wanted to play.
