Asking for the release of the Powerset Proliferation plan is a valid request to be posted in these forums (although, it's a bit much to complain *bitterly* it wasn't released yet -- lighten up, Francis). It was not appropriate to bring it up in these threads. Please stop hijacking threads with pet peeves.
And so, if you're disappointed that you still have to wait to hear the rest of the story on Powerset Proliferation, you can go to City Life and commiserate with other players. If you think the Devs should release that info sooner, go to Player Suggestions and suggest it. -

New Factions to City of Heroes (And, a New Gladiator Badge!):
Coralax: Enemy faction to all heroes, cons as a foe. Since Coralax are not found in any other Hero Zone or in any PvP or Co-Op zone, then this provides the opportunity for Heroes to get the Coralax Blue Hybrid gladiator for defeating 100 Coralax Blue Hybrid (assuming that Coralax Blues will be part of the spawns, no reason why they wouldn't be, though). Background info on them says that they have indeed been spotted in Paragon City, however, putting them in the Hollows will be the first time that players will actually see them in Paragon City.
Legacy Chain: Hero faction, thus will con as friendly to all Heroes in the Hollows. Like the PPD and Longbow, they will aggro onto and fight any villain faction that gets near them.
Responsive Hero Factions:
The PPD (Paragon Police Department), Longbow, and the Legacy Chain will con as friendly to all Hero players and will aggro onto and fight all villain factions that come near them (just like the way the PPD and Longbow behave in Kings Row).
I Miss My Hazard Sized Spawns!!
They still exist somewhat in the neighborhoods deep into the Hollows; they exist deep in the Gulch; and they continue to exist in the Tunnels. As War Witch said, "I made no changes to the Caverns."
(Actually, I'm surprised that the Atlas Park sewer teams don't migrate to the Hollows Tunnels when they 'graduate' -- maybe now they will.)
Will Meg be for levels 5-15?
Is Borea not level 35-50? Are radio missions not available for the full range of the zone you find them in? So... why would one think Meg would not be the same? If she isn't, we'll certainly take this up with the Devs during Beta.
Are Igneous Still in the Zone?
Yes. While War Witch didn't mention them by name... they're the only faction that takes "dirt naps" as she referred to them.
No Mobile Hospital?
Just because WW didn't mention it in the reworking of the spawns, doesn't mean it won't be there as previously promised on the I12 Features page. And just to get this out of the way: it's not 'mobile' in the sense that it's moving or spawns in different spots, it's 'mobile' in that a 'mobile unit' has been set up and will always be there in the same spot, like a MASH unit. -

UPDATE: Items stored (as well as items listed for sale) in the Consignment Market storage slots will be lost if the character is inactive for 60 days. So, if one of your characters is storing or selling items in the CM, you must log into the game with that character at least once every 60 days, or you will lose those items. -

This is a guide of what is, and to some extent, of what *might* be possible and what definitely is excluded. Not a speculation thread of what one thinks is likely.
This thread is to make one's speculation in the other threads be based on facts and not myths or wrong assumptions.

In the end, most powersets ended up being straight ports. Others required tinting the effects from hero to villain (or vice versa). Stalkers needed an Assasin's Strike. Dominators ended up getting a mix of powers from a melee set and a ranged set and the Blaster secondary ended up with a completely new power.

Assuming we collapse Ninja Blade and Katana, that means there are 15 melee sets, which is the max number of sets of any category. So theoretical equivalency between ATs would mean 15 sets in each category.
A tall order, for Summoning especially. But that makes me want to fill in the other sets up to 15 and see what I can come up with.

Although, four ATs have to share the Melee Powersets Category, while MMs have their Primary all to themselves.
OTOH, weapon customization makes Melee now seem like many more Powersets than it really is.

The original chart is a breakdown of the Powerset Categories, which ATs use those Powerset Categories, and a listing of what those Powersets are in each category and which ATs use which Powersets.
The second chart shows where there's a shift in those classifications.
Now, since you're the Excel expert, if you can come up with a better chart which nearly fits in one screen and relays all that information, I'll happily remove mine and put yours in it's place.
Sure, I could simply list where those five powersets have moved to, like you did in your list. That's been posted hundreds of times in the forums. That's real easy to do. My chart shows what ATs previously owned those Powersets and are now sharing them with what new ATs. It also allows one to see where the possible new sharings will take place and what the score is with regard to which ATs' Primaries and Secondaries have how many Powersets.
I recognize the second chart isn't easy to follow by itself, that's why I also posted the original chart. Once you get used to how the information is laid out in the first chart, the second chart is a lot easier to follow. -

Castle says every AT gains at least 1 powerset. That means Masterminds will be getting a secondary. You might want to alter your charts.

This chart (click here) represents the distribution of powersets for the 10 non-Epic ATs of CoH/V.
This chart (click here) represents how I12 is changing them. The highlighted powersets are the ones that have moved. The highlighted category is where that powerset has moved from.
As of this post, we only know of 5 powerset proliferations. Once the rest are announced, this chart will show where the rest of them have occurred.
Some points to make:- This seem to be only the sharing of powersets that were owned by one or more ATs with another AT. Not brand new sets.
- This is *NOT* 'side-switching'. This does not introduce Villain ATs to the Hero side or vice versa. There will be no Heroic Corruptors, though, now, Controllers will get Plant Control, which was once only limited to Dominators.
- MMs do not share their Summons Primary with any other AT, and so, they aren't getting any 'proliferated' primary powersets (but they will get a proliferated secondary).
- Dominator Assault Secondary and Blaster Support Secondary also do not share their powersets with any other ATs, so, we're not sure at this point if they're getting brand new powersets or if they're getting a reworked version of some other AT's powerset. But we do know that they're getting something new... only the MM primary was specifically exempted according to Dev remarks.

I think you meant for this to be in Player Questions, not Player Guides (this forum is only for the storage of guides so they don't get purged).
Anyway, since I see you have Tanker about to become 41, you're referring to the Ancillary Power Pool of Heroes, as you rightly call them and not the Epic Power Pools of Villains as some in this thread have wrongly assumed.
Just like when you hit level 4 and got a notice in your training up window (with Ms. Liberty or Back Alley Brawler) that you unlocked a Power Pool, when you get to your level 41 training up window, you'll see a notice that you can chose a power from an APP.
Mid's Design builder and ParagonWiki are your best sources to see what APPs are available to your Tanker. -
