You are probably reading the line as "Abusive and disrespectful behavior is not tolerated," in which case, there is only one, singular subject, 'behavior,' which even though it has a compound adjectival modifier, is still singular, and which would make 'is' the correct form. But since this is a compound subject of 'abuse' and 'behavior' then the verb should be plural.
We should just be grateful that Koschej doesn't spell it 'behaviour.' -

Errr, why? If somebody has something new to add, why start another topic instead of just posting in the existing topic? Posting in the existing topic makes it easier for people to see what has been said before. Come to think of it, that's particularly true in the Guides forum. If something in the game changes a few months after the guide is posted that warrents a small change to the guide, wouldn't it be better to just tack on a new post to the thread instead of doing the whole guide over again?
Now, of course, if somebody is just dredging a thread up to hash out the same ideas all over again, then I wish they wouldn't add to the thread OR start another thread.

Most cases of necro-posting are truly pointless, create confusion, and sometimes malevolent.
I've seen people resurrect two-year old threads in order to taunt a dev (usually Statesman) that something they said did not come to past.
I've seen necro-ed threads designed to confuse people into thinking that the topic is fresh. People see a thread at the top of the forums that says "Why was Regen nerfed in the last patch?" and they 'Quick-Reply' an angry response to why is Regen being nerfed again, when in fact, the thread is about the first round of nerf several years ago.
I've seen thread necroing done as part of 'Forum PvP' where the necro-er deletes their post to hide the fact that they necroed it, but the thread now remains on the top of the forum list baiting responses from people who don't pay attention to the year stamp on the thread.
If you want people to see the discussion that happened last year, link to it.
I agree that the exception to prohibition against necro-posting should be player guides which receive relevant questions or new information months or years after the guide was made. If new threads were started all the time, the links in the Guide to Guides would become stale. That's why I mentioned "discussion threads" and mentioned that each forum has their own rules that should be followed. -

Without having to mention the pigg files explicitly, there should be a rule against discussing or demonstrating how to break any forum or game rule. And the EULA (City of Heroes User Agreement) forbids the decompiling of the game, so, discussing the use (decompiling and reading) of the piggs would be covered by that, as well as a host of other potential no-nos. -

To the forumites: Discussion of moderator discipline is usually just a ploy to try the actions of the moderators in the court of public opinion. Such a tactic is specifically designed to reverse the decision (regardless of its merit or lack of merit) and presents a one-sided case against the mods. The mods have their hands tied -- they can not publicly comment on the private communications they had with the person they disciplined (for that would be a lawsuit waiting to happen). Thus, the case can never be tried fairly. Its a no-win situation for NCSoft. This is NCSoft property, not a publicly owned trust. If it were the forums of your business, you'd do the same.

[*]Staying on Topic: In general, posts should be on topic to the discussion and forum, especially for official threads. General discussion topics have more leeway to going off on a tangent.

It's much easier to do if you're not spawning an AV. This allows the fastest team member to intercept the boss by themself. If that boss is an AV, then you're looking at a dead teammate. Turn down the difficulty level and don't run with more than 6 on a team.

I've been lobbying for merger for two years.. FINALLY!
And this is a nice prelude to the hopeful merger of the the two websites where the viilainside was oft overlooked. Even though the two boards use the same database, the two sides are hard coded differently. I'm sure the new forum software coming real soon (as hinted by the US mods and confirmed by the EU mod) will be just one board with configurable skins (with default choices of 'blue' and 'red').
WRT OFFLINE REWARDS: I'm guessing this is a result of the player mission generator. I can't see the mission generator being part of the game because of how exploitable that would be (including building the perfect farm). So, there will have to be offline rewards for making good and popular missions, including a reward if the Devs chose your mission to be integrated into the real game. -

Can't speak for the Devs, but, this is 99.99% unlikely to happen.
In the Last 2xXP weekend Freedom was only capped for a few hours and Virtue only about one hour. Even then, those who kept trying to get on (by backing out of the server select screen and back in) reported that they got on within a few minutes.
Last 2xXP was also a free reactivation weekend, this time it isn't, so the load will be lighter. Also, the hard cap has been raised.
So, it's even less likely the cap will be hit and if it does that it won't last any appreciable length of time.
The alternative to caps is to let the servers bog down with frustrating server-side lag with frequent mapservers, disconnects, and the eventual Sunday night crash. For most people, they would consider the game to be unplayable in this state and they certainly wouldn't get a server transfer token for a temporary transfer. -

Set Bonuses most assuredly *do* apply to Vet Reward attacks. Try 'em and see!
EDIT: Accuracy & Recharge Set Bonuses work, that is... honestly not sure about Damage, but it's not the damage that's lacking on Vet attacks anyway. Powers like Aim and Build Up also boost Vet attack accuracy and Hasten lowers their recharge. And of course, yellow inspirations and any Defense Debuffs will help with their accuracy also. In short, there's lots of things that can help with Vet attack accuracy, so complaining too much about their 75% base is a little silly.
EDIT2: Also, as stated in the post you replied to, the lowbie accuracy bonus ("beginner's luck") definitely applies to Vet attacks as well, and it's those levels where you arguably gain the most from having the extra attacks anyway.

Their DAM is unbuffable. However, they will do more damage if you debuff the foe with -RESISTANCE.
Their ToHit Roll can be modified by having personal +ToHit Buffs, such as from Tactics or +ToHit from Set Bonuses or popping a yellow inspiration. It can also be modified by debuffing the foe with -DEFENSE.
Their RECHARGE can be sped up with personal recharge such as with Hasten, Luck of the Gambler, Set Bonuses, Geas, Accelerate Metabolism, etc...
I have several 'low damage' toons that use the Vet Reward powers regularly from level 1 to 50. I just make sure I have lots of personal +ToHit or I have -Def debuffs so that I hit regularly. -
Hearing others say it, I tend to agree: The origin bonus for the powers is problematic. The two times that the powers are presented, you always had a choice for the power that provided a bonus. If you chose the two that matched your origin, you will now be presented with a choice of two powers that don't match your origin (unless you're Natural).
That's just not well thought out.
Here is a list of other 'temp' powers that could be offered.
Here's my top five picks for perma-temp Veteran Rewards:- Clockwork Connection -- Summons 1-3 clockwork gears once every 30 minutes. This would go well thematically with the clockwork non-combat and buff pet Veteran Rewards.
- Revolver
- EMP Glove
- Debt Protection (you think by this time vets would like the idea of leveling more quickly)
- Med Kit (very long recharge)
- Market Transporter

We have the code in place to chose among a set of powers, but you won't do that for the costume bits?
I suggested long ago a plan that had near universal player approval (just try and do that!) wherein you can choose which of the Vet Reward costume pieces to unlock for your character each time you had a costume reward. This way, if you're here only a year and want to make a boxer, then you chose the boxer reward at three months instead of wings. None of this waiting three years or more for the costume piece you want. Long time vets get more costumes, so, they have their prestigious honor while newer players don't have to wait five years for a particular costume piece.
Sigh. At this point, I'm starting to feel guilty about trotting out a Vet Reward that a newb can't have for 5 years.
And it would be nice that when we get to a 'temporary' power reward, we can chose from a list of about a dozen each time so that at 54 months we'd have the three out of twelve temp powers that we've chosen.
I'm grateful for the gift, but I always like it better when grandma gave me a gift certificate then when she bought me socks. -
And so, Slide will never be a Vet Reward since it came with a paid-for retail box. No pay-for item will be given away freely according to policy.
The Prestige Sprints (other than Slide) and the Arachnos Helmets were both bonuses for pre-order. No one ever paid extra for pre-order (and if you did, you get ripped off). You paid the same amount you would as if you didn't pre-order, but, by pre-ordering, you got two free gifts: The prestige costume bits and the ability to play the three day head start. -

It's included in the Prestige Sprints Vet Reward, I like it for characters that I don't want to see a "running" animation on, if you're zoomed in close it also smooths out the Camera a bit as well.

No, it's not. Slide is not in the Veteran Reward program at all, certainly not with the other Prestige Sprints.
You can only have Slide from the City of Heroes Collectors Edition. Originally $80, now at Big Lots for $10.

Firstly, it's impossible in the mechanics for a click-debuff on an enemy to turn off because you're nearby clicking on object. More than likely, the debuff didn't hit all the foes and it only takes one to see you and to alert the others when you click on an altar. Or, the smoke grenade debuff lowers perception, but not enough when you're very close to them and your stealth drops as you click the altar.
Just so you know, the stealth from the Empowerment Buff Station in bases *doesn't* suppress when you click on objects. Just sayin'. -

The window has the name of combatmonitor, and so, if it can be independently scaled, you can use a command such as:
/windowscale combatmonitor .8
However, if that doesn't work, then it's scaling is either locked to the combatnumbers window or the health window.

Well, in #1, the taunter doesn't need a support toon since the Healing Essence doesn't do damage. I'd say the strategies are:
1. Rush Rommie and company and let high damage outpace the Healing Essence and AoE damage take care of ambushers.
2. Pull Rommie to a place where the ambushers can't reach and the Healing Essence can't target the players to create heals (the tower strategy).
3. Pull the Healing Essence far enough away so that it can't heal Rommie and beat up on Rommie.
4. Go after the Healing Essence first (either piling on it, or using only long range blasts, or buff up defense so it can't hit to heal off of you).
Every team should give #1 a chance before trying other strategies. -
You can only change the font of the chat windows independently of the scale of the window, so, the answer is no.
However, you can set up a bind that will make the map scale much larger in a blink and then rescale it down again when done. Something like:

The Cimeroran ambushes can't make it up there. They sometimes kill off squishies leading to a cascading effect of lost heals, buffs, and debuffs. -
