Surely they don't mean that you can pre-order Going Rogue early for $29.99 and get bonuses, and then order the "Complete Collection" later for $39.99 to get the extra perks. If I had to guess, I'd think that you can pre-order Going Rogue ($29.99) or Going Rogue: Complete Collection ($39.99) in March/April, you'll get access to dual pistols and demon summoning early and access to Praetoria in July, and if you pre-ordered Complete Collection, you'll get the other loot in July.
Collectors: Much the same as CoH and CoV Collecters had unique items. Plus powerset testing.
The powersets, in other words, arent going to hit live until GR releases. In July. -

After GR, yes. That I can agree with, because GR is a big thing. But afterwards, I hope that WW doesnt do a Posi and put 'new shinies' over actually making sure the chassis of the game is still solid as it can be not with some glaring, rust filled holes in it. -

As for the topic at hand, I think the real problem is with the lack of availability of -recovery effects. No matter how far you drain an enemy, they recover enough endurance for basic attacks pretty quickly. The only way to drain them effectively is to drain them and keep them drained. Granted, Electrical Melee and Electrical Armour both have that endurance drain aura which can do just that, but that's a feature of the secondary, which in itself doesn't have a lot of drain to its name. It's only when you combine Electric with Electric that this really works, and it shouldn't.
So, instead of applying a hold at these percentages, which would be quite problematic in terms of balance, why not have an increasing chance to apply a -recovery effect. If you've drained someone to nothingness, then your chance to kill his recovery is very high (I wouldn't make it 100%, but call it 90%), so you can basically KEEP him there without him recovering enough to attack while you're animating.
Sleep is less useful when AoE is rampant. But...hmmm. *shrug* I dunno. I'll pass on any ideas. Because mine tend to be fail

I know it's been said that Heroes & Vilains still won't be able to access the opposing faction's zones, but I'm still voting against that. You have level 1 Hellions running around in Atlas Park, yet a level 50 villain player can't seem to get there? I'm sorry but the only one problem I ever see to allowing this to happen is griefing of those who "Street Sweep" and we all know that's highly irrelevant.
I can't help but think of the possibilities opened by allowing factions to enter the opposing zones with story arcs & task forces/strike forces. Villains get to Paragon via Black Helicopter Line Cap->Faultline (back area) and Heroes get to Rogue Isles via Longbow (rooftop) Kings->Nerva.
Bleh, I'm envisioning too much...
Villains that becomes Rogues can go to Paragon. Heroes that become Vigilantes can go to the Rogue Isles. Thats fact.
If you mean 'go to Atlas' in a PvP sense; No. Just no. There is absolutely no good logic behind this, IC or OOC. IC, it takes a planned bank-job to get into the city, and there is a heavy PPD/Longbow response. More Villains?> Miss Lib would simply get off her pedestal at lvl 53 and kick the daylights out of people. And then the rest of the Phalanx could show up.

It's doable. Next time you're in a mayhem, try tab selecting the vault door. It wont pick up, not for the defaut tab settings. You have to manually click it. Make it like that for the civilians, and that'll alleviate a lot of stress right there, without removing the /kin, /dark etc targets.
