You can get pretty close approximations though, using the numbers on the Standard costume palette.

The rusty looking armor (Brown) can be approximated using C2 (3rd row, 2nd color going left to right)

Sonic is where storm used to be years ago. People didn't understand it, so they didn't play it.
As for Kin Defs, I know a crap ton of them, heck I have about 5-6 of them myself. It helps to be part of an All Kin SG though. :P -

Interesting.
Please remember that your committee was not chosen by the anyone in this section. So to ease any mistrust, you will have to communicate clearly your intentions and plan. This has not been done, and should be rectified as soon as possible. If nothing else, give an intended date of posting the charter, so everyone knows what the plan is.

Not exactly correct.
Metallic has plate seams drawn on it and Boomers don't have any those seams. Metallic's seams just under the ribcage and at the top of the pectorals aren't on the Boomers. Because they're cheaters, they get to wear a modified version metallic cloth/leather/metal.
So I tested with Metallic and those seams did not, IMO, make it a good substitute. Using the metallic face made costume look more robotic than some guy decked out in the Goldbricker's uniform. So, I used the shiny tight option to simulate the gold covering and to make sure the abs were defined.
I won't tell you how easy I thought they were to make until I actually looked at one up close in the AE for a few hours. Goldbrickers have some awesome accessories. -

Def, Con, Corr, Masterminds -- Cause I like more aggressive (clicks) rather than passive (toggles) powers. (I tend to take /Poison with my MMs

4. What are your favorite story arcs?
Haven't really found one yet. I haven't gone through all of them, or slowed down enough to pay attention to everything. So far GR is looking nice with the story arcs.
5. What makes you like this game?
Well first is my RO mates they make the game awesome! Second, is the character creator and the ability it gives me to flesh out my characters with minimal limitation. Third are the powers and stories.
6. What other games do you play?
My gaming time is extremely limited lately. In the past I would play FPS mostly but this game ruined my twitch skills and I haven't gotten them back. So I think the last major game I've played was Plants vs Zombies.
7. How long have you been playing?
5 years in CoH
8. How many alts do you have, what is the average level range, and how many are level 50?
Alts: I have at least 10 alts on 3 servers so 30-40. The average is somewhere in the 30s. 50's at last count I have about 16.
9. Do you bother with softcaps, set bonuses, and all that numerical stuff? What difficulty settings to you normally use?
I have a couple of alts that IO'd out but typically since that's very time consuming I tend to build with common IOs and call it a day. My difficulty settings vary by the team or alt I'm on...I'm not a "set it and forget it" type of player. I adjust based on the team make up. -

The OP just needs to team up with a group of Kins, where everyone gets SB. For teams where you're the only kin you could have dual build and make one with SB and the other without, then swap accordingly.
The main thing with applying SB on teams is to remember that you manage the power, the team does not. SB at the first mob, then go into combat mode afterwards (alternate between shooting and buffing). Since I've rolled for years with the Pinball Wizards (all kin SG), I've been trained to apply SB and ID. I don't keep it up when ID expires, I just reapply it I refresh SB. I don't use keybinds so I'm old school about my buffing. It's what I'm used to. Lots of my RO mates use keybinds, it does save time for them.
Eventually (depending on if you team with a same group or SG mates) you'll get a feel for how long or how many mobs it takes before you need to reapply SB. Once you get that intuitive skill down and realize that you don't have to chase people down to buff them (SB apparently makes everyone zip off in 20 directions), don't be bullied into giving SB every time someone notices an icon blinking. If you have a buff cycle stick to it! Don't allow teammates break your rhythm. Naturally, if your rhythm is buffing ever 20 mins, expect some choice words to be tossed at you. -
Your screenshot is the most important part of the whole psd file. The discolored pixels on the frame are not important.
You aren't allowed to mess with the template beyond typing in the Zone title. Everything else remains the same. You are allowed to use adjustment layers only on your image to correct gamma or other things but you should not apply adjustments directly to the image.
If you search for red names in this thread you'll see confirmation in what I've stated above. -

On Tuesday Sept 7th, Sailor Rush (Derek R.) passed away suddenly. He is survived by his loving wife and children. Sailor served in the Navy for 20 years. During that time, he fought in Gulf Storm, the Persian Gulf War and Desert Storm.
In lieu of flowers, donations in Sailor/Derek's memory may be made to the Wounded Warrior Project
He was a wonderful person and we all in RO miss him terribly...Rest in peace, hero. -

H5 or H4 are a good choice, but keep in mind I'm looking at it through my own monitor. You could also go for the more green row which is G. Row H has a bit more blue to it than G, with bright you could always mix a selection of G and H to get a nice emerald look. -

Will these prizes (booster packs, temp costumes) be in the form of codes that we could give away to other players? As I'm sure many of contestants will already have most if not all of those booster packs.
EDIT: Reading the rules, I see that it is noted that the prizes will be mailed so I'm going to guess they are all codes. -

Not that I'm knocking the team. Those +4s were gone in the blink of an eye.
The first mission we did was versus 8 AR/Kins, but their powers only go up to 29 so there's no FS, Trans, and I don't think the clone gets Full Auto as I did, since they don't get the exemplar bonus of access to extra powers. So even if we did do the buffed/debuff selection, to really be a challenge we'd have to all be level 25-29...Anyone over that range is going to slaughter them because we'll have access to powers that the clones don't get.
I can poke the ROers and see if they'd like to try it again with enemies buffed and players debuffed..hopefully they won't throw tomatoes at me -
We can always try it again with buffer enemies and debuffed enemies
