For simplicity's sake, I was including BABs, Jack Wolfe, and whoever else might have been there under the umbrella term "contact". -
As others have already pointed out, the contacts are missing, so this seems unlikely.

Galaxy City's Echo was already part of the I21 content when it was in beta. It was done that way so the badges would still be accessable.
So according to your "research", they had to set up the Echo because a badge or plaque could never be moved, right? Right? -

They're not major issues for me, I just find them a bit sloppy.
I also realized after the fact that Keyes was added before CoH:F, in case anyone was planning to point that out.
By the way, where did all those hoverboards come from? -
Other than the Echo of Galaxy City, one example is that you can visit Ouroboros at level 14, although you can't earn your Portal or do the introductory missions yet. Do the Menders really not mind freeloaders now?
Maybe the badge should be renamed Entrusted with the Common Knowledge.
Another is that the cutscene for the Keyes Trial has him addressing the league about the other Incarnate trials they've done previously, whether or not they actually have. Is he just a big conclusion-jumper? (I decided to be kind.) -

Make it even easier on yourself and get that 3% PvP IO.
I made a perma-Light early in that Beta, but it just didn't feel right. I'm still playing my old build, softcapped to Ranged and Melee.
The scary thing is, I have a build in Mids' (an intellectual exercise only) that's currently a fraction of a second away from perma-Light (and Inner Light) with a side order of S/L Defense, a fraction of a point from softcapped. Oh, and I can possibly manage having Essence Boost all the time, too. -
Some people don't bother to take the shields at all now.
