I still think my limited enhancement idea would have been better than ED. The power levels would be very similar though.

I actually campaigned pretty hard for various forms of enhancement nerfs until I settled on just pushing my own version. However, I also pushed for buffs to the base of powers and I still do. See SIG. -

Couple clarifications.
By critter, I mean anything run by the AI. Your pets, Skuls, exploding crates and everything in between. If it can activate a power, the streak breaker will help make it a tad more accurate.
In the note about AE attacks, I forgot to specify that the hit guarantee is only in the case that you don't have an existing miss steak with a lower to-hit. That should have been clear from the rest of the post, but I wanted to make sure no one was confused by that omission.
I did locate a small bug, which is now fixed internally. Essentially the streak breaker would not become active until you landed your first hit (so you have to do it yourself, no freebies). Pretty minor in the grand scheme of all things accuracy-related, but it's fixed now regardless. Note that this bug affected players and non-players alike.

Interesting, so a Trick Arrow/Archery defender who has say, flash Arrow that has a -acc would basically not be getting the benefit of Archery's bonus accuracy from the streak breaker code? Do I understand the streak breaker code correctly?
If this is the case then it is not surpriseing that many Archery users don't feel any more accurate useing archery than useing any other primary or secondary. Streak Breaker makes up for other sets. -

I just discovered earlier that you can trade the bounty you earn there for XP. You can actually advance in levels by PvPing there! w00t!
OH! AND you can trade bounty for SO enhancements! I spend a couple of hours there earlier and wound up with 6 SOs and 12k XP.

Tankers manage aggro better than any other Archetype. They also have the highest combination of hit points and defenses in the game. Their role is to take the brunt of a spawn's aggro just long enough in order for the rest of the team to be able to eliminate the mobs.
Should a skilled Tanker be able to corral EVERY mob? With a lot of skill, it should be possible - but it's certainly not required to be a good Tank. As long as the Tanker can hold onto aggro so that his teammates are facing less than they'd normally face (i.e. 3 minions), then the team has an advantage. Namely, each teammate can quickly eliminate his opposition...and then come to the Tanker's aid at the end.
I just played a Tanker with the following group (actually, at the request of a PM)...
Inv/Fire tanker (32, SKed to 49)
Level 50 Elec/Elec Blaster (it was his mission, set on Rugged)
Level 32 Peacebringer (SKed to 48 or so).
Level 48 MA/Inv scrapper
Level 50 Fire/Kin controller
Level 35 Earth/empathy controller (SKed up to 48)
Level 49 Energy/energy blaster
We faced the Carnival of Shadows. Typically, I'd start combat by Taunting any Strongmen in the spawn. I knew that I could handle their damage best. I'd usually catch some other minions and lts. I'd end up with a good 1/3 of the spawn focused on me, while the rest of my group disposed of the others. Whenever I saw a teammate enter the red, I'd either Taunt the mobs off them or hit the mobs to get their aggro.
End result? Well, no one was that familiar with their builds. The Controller was defeated by getting too close to another spawn. The Peacebringer carelessly tossed off attacks and ended up aggroing too much. After those two defeats, we settled down and functioned fine.
Admittedly, my own health dropped down to a 1/3 several times. I'd get a little concerned, but usually I had Dull Pain ready.

Larva is actually her protector and Miyu is herself a guardian but close enough by my reckoning.
Something about this avatar just resonates with me. It being a mask and at the same time blonging to a Shinma, who also happens to be a protector. It just seemed right for the City of Heroes boards during Holloween. -

Thanks, vigilance is now more pointless. Good job. Add a recharge rate enhancement to vigilance so it serves a point on sets that don't suffer from endurance as it is. Trick Arrow needs help damnit! -

Defenders aren't short sighted about it in actual fact. During the EF issue I explained to Cuppa about how -damage debuffs were being screwed over in the Arena and how this would be a problem for both CoH and CoV since they both share the kinetics set (hence alot of focus on kinetics). No word back on what the devs thought about the issue though.
I also at the time explained that -dam debuffs were being resisted (along with alot of other stuff so if it got lost in the shuffle sue me not her). The devs have not seen fit to make it an issue they want to comment on. Now that it effects 3 out of 5 ATs I am hoping they will explain it. I especially want to hear how they balance PvP and damage debuffs. For PvP I would much rather have a larger recharge debuff than a damage debuff since damage debuffs don't debuff the enhanced damage. -

Enemies and players alike with damage resistance automatically resist resistance debuffs. I'm not aware of anything inherently resisting damage debuffs, beyond the purple patch "resistance" which is really a drop in your effective power.
If you are specifically asking about higher level villains resisting the debuff, then higher level villains ought to resist both the slow and the damage debuff in equal measure. Even con villains shouldn't resist either the 0.32 slow nor the 0.14 damage debuff normally, unless there's some *other* effect going on I'm unaware of (or if there are actual villains with slow resistance - I'm unaware of anything with damage debuff resistance).

This is something that has plagued defenders for awhile. Apply a damage debuff to a mob that has resistance to the same kind of damage type that it attacks with. The mob will resist the damage debuff. Ladios_Sop has a spread sheet with the numbers in his Kinetics guide if you want to check it out. I believe he is on version 5 of the guide. -

It is really nice to see you addressing this player concern. Would it be too much to ask to also get the descriptions of the powers in game updated? I know that takes time but I am asking regardless because I think it is important. -
Trick Archery: Graphics:
Disruption Arrow has the same issue that sonic bubbles do and needs to change. It has slowly expanding white bands that are then followed by a faster expanding white band. This causes a strobe effect that is visually annoying and personally causes me to not use the power or to log off after having used it several times. This is frustrating as it happens to be one of the better powers in the set. -

I just had this image of a bubbled troll walking up to the Police drones. Simply hillarious as the looks of horror spread on the lowbie faces as they see the police drones unable to teleport the troll. That would be great, get a tank to taunt the boss then Detention field him and drag him over the drones.
The expressions would be priceless.
