Hiya!
Yep, lots of others have had the same problem occur, myself included, several times actually.
Most often the cure is to log out of the game to the desktop, then come back. That usually makes the Beam Rifle Set return to use. Petitioning will eventually work too. Good luck.

Hi. I have a beam rifle blaster on redside Exalted, yet for some reason the system says the character is locked because, ahem, I need to buy the Beam Rifle powerset from the Market. Weird! 1. I did buy Beam Rifle. It's how I created the character. 2. I'm still VIP. 3, I've petitioned but rec'd by email notice that no game staff are presently available.
It won't be a huge deal to me since Billy Bad is just a low level alt on a server I rarely play but it seemed worth noting here in case others have similar game glitches these next few days. Thanks and Happy Gaming to you each. Stay SUPER!!
