What's with Father Time giving contact Ksenia Stray ?

Probably they'd coded a new contact for FT to send you to with the intent on a new Winter Event mission... but now that'll never be. There's a few in zone contacts in some of the zones that are placeholders for 'things that were meant to happen' but didn't, and they're still there years later.
So when they turned the Event on, the contact came with... but there's nothing behind it.

After you do Father Time's first mission, he offers Ksenia Stray as contact. She moves immediately to inactive contact though, even if she wasn't already there. Is this what is supposed to happen?
I was sort of hoping for a Praetorian holiday mission the first time I saw this.
