Why no Mender Ramiel/Ouro access at 50?

You don't get Ouro access from getting to 50, you get it from completing certain time travel related missions (or by going into someone else's Ouro portal and getting the Chrononaut exploration badge):

My guess is you don't get the contact if you don't know the secret yet.
Go to Ouro and get the badge and see what happens then.

Or (blueside) do the science store contact's mission.... one of many that "exposes you to time travel" and unlocks Ouro. You get to beat up rikti... which is always fun.
Or just go to Recluse's Victory and run to the ruins of the Atlas Statue. Should ping you an exploration badge and give you the secret. -any- of the exploration badges in zone will give you the Ouro badge.
Or just have someone drop a portal for you and either do one of the missions or hit up the exploration badge at the tip top of Ouroboros to get it.

It's been a while but someone came into the Technical section of the forums with the complaint that he hadn't gotten Ramiel as a contact after hitting 50. I think it was just before Issue 20 or right after. He got someone to drop an O-Portal and Ramiel also wouldn't offer any missions. The common consensus amongst the regulars there was that it was due to not having the badge.
It was confirmed by Support that he didn't meet all of the qualifications (Entrusted with the Secret badge wasn't owned). Once they got the badge they got an intro to Ramiel.
EDIT: A small bit of research on ParagonWiki shows this to be correct. The requirements to unlock Mender Ramiel as a contact are as follows:
Trained up to Level 50
Have the Entrusted with the Secret badge
Purchase of Going Rogue
Since Going Rogue is not included as part of the VIP package, that would mean you either haven't trained up to 50 (not just dinged, actually going to a trainer to Level Up) or don't have the badge.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

Ok I think I know what happen Don't you need OB Portal first before getting Ramiel as an Contact, So once going into OB Grab the badge. log out and then long back into the game, if this doesn't work then bug it.

Can not go there till 14. But yes, at 14 you can have someone spawn the portal for you and all you have to do is get the badge on top of the structure, then you have constant access to Oroboros.
I just got to 50 with a toon on Union whom I'd been looking forward to making Incarnate before the shutdown. But unlike when my other toons got to 50, I didn't get any invites from new contacts, nor did I get an Ouro portal. Has the game stopped accepting new Incarnates because it's too close to the end?
