The only one I have experience with is Alex Dai, who's the talent behind the pic in my signature. He did AMAZING work for my Xanta, but I'm not sure he's actually taking commissions right now, since he had a baby recently. If you get a chance to work with him, he's a great guy and very patient, even though I always worry he hated me for how damn picky I was with that pic.
The rest, I can't really say. I don't get out enough, it seems

Alex is a stand up guy and if he's open, I recommend him. Battlewraith is also amazing and deserves some work thrown his way.
I also take commissions. ;] I can't speak for the other two (but I would assume they are no different from me in this), but I can only take real currency for work.

Staples offers scanning (something like 15 cents a page) other office stores may offer it as well. Call around I'm sure you can find something. 
Several great CoH artists around. I too would highly recommend Alex Dai (ImagesbyAlex) as well as LJ (BAquitania).
Also Liz (Syrusb) mentioned somewhere recently (edit: like in the post right above mine 
) that she is
open too (not sure of her pricing but her finale for the Fan Art contest was pretty sweet).
DarthDelicious and Battlewraith are both great and both have sales on right now. BW's que is
full but he might take more as he gets through his list. Here's one of the pieces Jason did
for me... still one of my favorite interpretations of my witch Chloe Macomber.
DD on the other hand just started her sale and it's a steal! This much was going out of my account
every month for my one VIP account anyway (and now isn't anymore) so I don't even miss it.
Here is her take on of one of my heroes, the goddess Xllusya.

Some I know are still active that are still "go to" to me - note, I'm using their Deviantart names (and Alex has been mentioned already.)
Warlordwardog - more painterly, little time to do, but worth it.
separino - I've got two on commission with him now.
drunkfu - More cartoonish (have to look in my older thread for his example) and he's got a bit of a backlog at the moment.
cric - Has done one of the more heavily commented on pieces (Therra Malevola) I have.
Avionetca - fairly quick. Leans toward cartoony/anime-ish
RV1994 - More pencil work. Only used once, but it wasn't bad.
Taclobanon - not sure why I keep forgetting him! Made another favourite piece, of one I liked as a character but *hated* as a powerset (ill/sonic.)
Jazz Carmona

Not mentioned:
semaj007 - Not doing art at the moment.
playworkart - His style's evolved some, and not in a way I tend to want for my characters. You may like him, though.
No idea if Graver's still around.
Also, you can always check Photobucket for what I have up. (Some you may want to not bring up at work, admittedly...)
