[I haven't tried GTA: IV but I think I'm liking what I'm reading of the R.A.G.E. engine... will have to a bit more research]

Needs a feck load of tweaking to be able to get it to run well. On my PC, I was suffering a lot of jitter. Looked good, but played badly in my mind
...what if they could create/modify the Character Creator/Tailor that would work on tablets (and other devices); allowing Import/Export of the data file between that and the core system?
...what if they could separate Arena PvP from the core game (creating slotless PvP toons at max level (that could be exemplared in the Arena settings)); creating a format that was playable on both core systems and tablets.
Apparently, I play "City of Shakespeare"
*Arc #95278-Gathering the Four Winds -3 step arc; challenging - 5 Ratings/3 Stars (still working out the kinks)
*Arc #177826-Lights, Camera, Scream! - 3 step arc, camp horror; try out in 1st person POV - 35 Ratings/4 Stars
CoX was rebuilt using some of the parameters/engine of GTA San Andreas as a foundation?
Extremely open world
Tweakable ambush (star) system (so it worked for both sides of the law)
Turf system
Vehicle acquisition and use
Character base stats/training (and lack of)
Weather
Mini Games
combined with CoXs:
Mission builder
Costume Creator
Market
Instancing for 'dungeon crawling'
Powers system
