Beta Access for Non-VIP?

So I was able to copy many characters over. I was also able to log in. Unfortunately, every slot is locked, and even though I have many slots (and even bought a bunch for 0 points from the store) I can't seem to actually unlock any of the character slots on the test server. Am I doing something wrong? Am I crazy? Am I even on the right server? (The character copy tool had two options, Beta and Public Test Server)

Edit: I guess the sticky at the top of the test server forums isn't clear, and maybe I have to download the CohBeta, not CoHTest... that seems like it should have been made clear. I'm trying that now, per this thread: http://boards.coh.com/showthread.php?t=283313&langid=4

I copied from Live to Beta and unlocked 7 slots on Beta as a non-VIP. Not able to see at the moment if that's still the case.

Yeah, you should be using beta not test. I'm not even sure what they use test for these days
