SOs you can get in the Rikti War Zone. The quartermasters have every origin for sale. Otherwise, you'll have to find the store contact for your origin and do a mission for them.

Got a level 34, Blueside, (freedom, non-VIP account) looking for enhancements at my level, whether they be SO or not, and I can't find anyplace that is selling them. Everyplace I've been to that is listed as a magic store on the higher levels shows nothing for sale. The only stores I've found that sell magic enh's are in zones below my level.
