PPM sabotauged by their own Procs in ATOs?

It seems that many of the ATO Procs have a Recharge enhancement component built into them.

Wouldn't this affect its own PPM rate even without slotting for further Recharge?

If so, is the net effect enough to warrant asking for the Recharge component to be removed, changed to a different attribute or to have the PPM upped to compensate for it?

It will effect yes but it won't effect it too much. For an example I have whole gaussian set on build up and still i can say that it is proccing almost everytime. If it is a power that has too much recharge it won't be effected much because of %90 chance cap. If it is not however the recharge buff of a single slot will effect it less too so change would be less than %10(for example instead of %60 it will be %58.76 or %56 but no less than %50 and probably more like %59.40).

For a more real example; I used golden dragonfly power as an example for brute ATO. Brute first ATO sets fury bonus has a ppm of 5. This means it fires 5 times in a minute at tops. Golden dragonfly has a recharge of 12 second so it has a (60/12 = 5) PPM/5 times chance of triggering proc since brutes fury bonus is 5 PPM it means it has a chance of 1/1 (in other words %100 chance) to trigger proc but becuase of %90 cap it brought down to %90 (0.9) now according to mids if I just put brutes proc into golden dragnfly it has 9.74 second recharge time. After making calculations it shows a 0.81167 in other words %81.167 chance of triggering proc. It dropped triggering chance yes but in previous stuation you actually had 4.5 PPM (0.9 triggering chance with 5 times in a minute 0.9*5=4.5 triggering proc in a minute) now you have a little more than 4.8 PPM ( >=0.8 trigger chance with >= 6 times in a minute triggering 0.8*6= 4.8 actual numbers can be closer to 5 PPM)
