You don't need to run those contacts. You can street sweep to level 5 (easy enough to do), and then run to King's Row. You'll get introduced to a Detective, and then you do scanner missions and a safeguard mission, and BAM! You get a contact. This contact will keep introducing you to new ones.

I like the concept of the origin missions, but I wouldn't expect to see the devs go that direction ... ever.
In addition to the street hunting and sewers suggestions, there's also AE. I know AE's a mess, but there are low level arcs in there that are fresh content and suitable for experienced players with new toons.
When will we have different missions for young characters heroes besides Matthew and Twinshot?
I miss the different missions you had depending on your origin. It's getting very old making new heroes and just having Matthew and Twinshot. But if you don't run with them you don't get passed to a new contact.
I make new people when there is a new power set, or I picking 2 sets I've not put together before, or I get tired of a person I have and don't like the power sets I put together.
