How long do you have to play before crashes start?
Does the game crash in game safe mode?
Have you given your PC a good cleaning with compressed air?
Is your hard drive close to full?

First off, they are freezes, not crashes. When they start is random, sometimes they start right away, other times it can be a while before it starts.
For that one problem character, it's frozen the second the screen is finished rendering for the first time. With that character, the game eventually crashes...usually within 5 minutes. With other characters, it doesn't crash all the time, but it does eventually freeze all the time.
Safe mode? Let me try that and reply back...
PC is clean. I clean it regularly.
Free space on my drive is 207 GB.

Okay. While in safe mode, I was actually able to play for a bit with the problem character. At one point the screen glitched and most of the environment textures were replaced by what looked like character model texture screens, but the game was playable. It eventually crashed, but after maybe 20 minutes.

I've heard of older characters having alt-specific code issues before. I'd file a ticket to see if they can't check it out just in case.

It *may* just be early signs of the video card dying. If you have some way to borrow a video card for testing it would probably answer the question.

This may be a separate issue, but since last December my computer has been sensitive to Rikti. On mission maps and zones with Rikti I run a chance of program crash. This doesn't seem to relate to my video driver version, as I've updated drivers since then, and it came directly after a patch that fixed a similar problem with 5th Column portals in the Kahn TF.
While I don't crash with every Rikti that appears on the screen, it happens regularly enough that I don't go to RWZ any more, and I automatically reject any missions with Rikti in them.
I'm pretty sure it's not anything having to do with Rikti. The freezing happens everywhere, even in Pocket D. It also seems to come in waves...City can be fine for a while, then the freezing starts and it'll freeze every 1-2 minutes for 15-30 seconds at a time, then after a while the freezing will minimize, and then start up again.

I can't really explain it because it's an old bind, but it would be worth looking at the ingame network...thing. When I turn it on I get a running series of green/yellow/red bars that alternate in shape based on the connection between me and the game servers. Hopefully someone knows what I'm talking about and will guide you through it better, but I know that I'll get what looks like freezing when I see spikes of yellow/red.
As for your printouts, if it's feasible to add 1Gb of RAM to the system, then that'd smooth out performance a little, but weigh your costs. From what I've read before in other posts, you will probably want to turn OFF the Geometry Buffers.
The command is /netgraph. I know it well. I will use it next time to see what it shows. I'll also make sure Geometry buffers are off and see if that makes a difference.

Issue: During play, City will randomly stop responding for 5-30 seconds at a time. Checking the Task Manager shows City of Heroes is "Not Responding".
Strangely, for one of my heroes, it's much, much worse. Upon entering the game, the screen is almost constantly frozen and it updates for maybe a second every 30 seconds to 2 minutes.
