First things first. Please run Windows Updates and get all of the security updates, especially Service Pack 2. There were quite a few stability fixes in SP1 and even more in SP2.
I would recommend turning Ambient Occlusion completely OFF. Also make sure that Advanced Occlusion Settings is set to OFF. This is a huge resource hog.
I'd also make sure that the Launcher is set to close once the game launches. I see that you have it running at Startup, but several recommened turning that feature off as well and run the Launcher only when you need to start the game.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

Hrm, alright. The new parts came with a reformat, I thought I grabbed all the updates (OR atleast, I trusted my friend to, since they were helping with that) I'll have to redouble on all of my Windows fixes.
I've turned off the NCsoft launcher settings, and the Occulsion ones as well!

Completely updated Windows, video drivers, and turned off the NC Launcher. Still getting crashes in Atlas Park and such. I've also turned my settings on the Occlusion to low and such as directed. I'm still getting the memory crashes.
What else did you upgrade?
Well, you could try another full re-install of Windows.
Hard to judge the quality of the parts but that Gigabyte MB uses a very very old 630a chipset and its made with really cheap parts. The Bulldozer CPU is bottom of the barrel. This looks like a Microcenter "firesale" special.
What memory exactly is in there? It could be really old cheap stuff.

Hi there,
I recently upgraded my PC, including the Motherboard/Processor/RAM/PSupply.
Everything else is running fine and dandy, but now I keep crashing on City of Heroes with the following errors such as 'Game Ran out of memory and must now exit.
