Storm question
I like your thinking on the technique, to get the drop on a spawn by putting the debuff on them. The scatter to me would be problematic except of course in panic situation.
What I do with stormies (except for water blast ones oddly enough) is that I pick up teleport. I combat teleport within range to be in 'brushing range' with hurricane, but I queue up gale so that it goes off immediately - pushing most of the mob to a corner or wall. Drop freezing rain and then round up the targets gale missed and push them to the freezing rain kill zone.
The close up gale takes foes off their feet before they respond, the hurricane running debuffs the targets that gale misses. It is a very active approach.

HelinCarnate:OMG it is so terrible. I have the option to take 3 more powers but no additional slots. Boo F'ing hoo.
Spring Attack + Hurricane is a very interesting idea. On my Stormie (Defender), I picked up the contradictory Soul Drain from Dark Mastery. I find turning on Hurricane before running in to Soul Drain them to be incredibly effective at not getting me killed, and if I jump I can usually hit a significant number of enemies. I use that trick when Freezing Rain's KD wouldn't be able to kick in fast enough to keep me from dying.
Being said, your idea would be incredibly effective at making sure you didn't die. But I wouldn't use it on a team... that would be the quickest way to annoy your friends.
Edit:
Just adding that topics like this make me love Storm so much more than I already do. The live-action implication of its powers make for never ending fun. Cheers to you for thinking outside the box!
The idea would be for use as a solo toon. I'd create a 2nd build for teaming if I liked it well enough to purple out.

Elec/Storm - it would be a theme build. Soft capped ranged defense with decent AoE defenses. Hurricane to take care of the melee vector and for mob Chaos.

Not sure I understand the need for Teleport or a teleport attack. Steamy Mist gives enough cover I can approach to within Hurricane's radius undetected; all my Stormies can barge right into the spawn and debuff the alpha (and often do, when the situation allows).

Its not a NEED. I was just wanting to see if what I thought would be a fun concept and solo play style was also viable mechanically.
I've been playing the game waaay too long to NEED anything. I just like fun and unusual permutations that are also effective.

Is Hurricane + Spring Attack a good alpha mitigator if you don't mind mob scatter?
I have an idea for a toon I was thinking about trying.
Pros? Cons? Discuss please.
