How about mind/dark troller for mesmerise, confuse, terrify and soul absorption.
yes that does work for a Vampire i like pain much more its a bit more bloodish not a word but thats fine XD
Water Blast, set to Dark and colored red, looks surprisingly blood-ish, and Dehydrate looks wonderfully/horribly like draining the blood from the target's body. Worth mentioning.

Another option would be a Stalker, maybe Dual Blades/Dark. Lurking in the shadows with big knives and stuff, and a dark abyss swelling around you. Shrug.

While I do not personally agree, I've seen Kinetics mentioned alongside vampires before. It's for the draining effects. You could try a Water/Kinetics Corruptor with dark FX (blood) colored attacks. Could work pretty well.
I also feel like a Dark Melee/Dark Armor character of any sort would be effective if you wanted to go the melee route. Stalkers in general should be considered.
In my mind i like to play a dark/energy Dominator but there is necro/dark or pain for mm trollers is a mix of these two dark/pain or dark go with a stalker dark melee/Dark brutes/tanks could be dark/dark or you could just make a sorta dull council vamp but thats boring which is why i like Dark/Energy dom and make both powers black and red and BAM theres a boss Vampire for City of Heroes if you have anymore please tell me i might also be making a series sorta like this on youtube were i make great power combos to make a Role Play type charater.
