The Mission Architect fulfills this. Not especially well, but you can do it.

Yeah redside, love the content but I thought ya was suppose to be making a super villain. Feels more like a mere cog of the arachnos associate that basically is a one man/woman or MM, clean up crew hired to take out everyone's garbage.
AE is a place where you can design your own group, but it's noncanon to the game, more like a side game, doesnt progress the story line of the overall game and is about fun as writing your own book and going to read it again. The suspense factor is gone.
Would be nice to be able design a villain group, even a small one that is at least larger than a MM standard fare and design one whether you are MM or not, and have it out wreaking havoc or affecting the storylines or actually a part of the main game. I mean what kindo f super villains dont inspire to run their own empire or take over one? What we go to "alternate" universe and show Recluse a mask and nothing changes. He runs arachnos still and the player still doing the clean up crew thing.
